Lit._ _..Environmental Site Assessment Report <br /> 20 E.Lindsay Street,Stockton,CA <br /> June 24,2004 <br /> Page 2 <br /> 2.3 AERIAL PHOTOGRAPHS AND TOPOGRAPHIC MAPS <br /> Aerial photographs from 1957, 1970, 1982, and 1993 were reviewed. All of the aerial photographs <br /> indicate that a structure has been at the site since at least 1957 with a possible yard in the rear of the <br /> property. The adjacent properties have generally been occupied by structures through the years according <br /> to the photographs. A parking lot appeared at the northeastern corner of E. Miner Avenue and N. Center <br /> Street in the 1970 photograph. No other changes to the site vicinity appear to have occurred according to <br /> the photographs.The aerial photographs are included in Appendix B. <br /> United States Geological Survey Topographic Maps from 1952, 1968, 1976, and 1987 were reviewed. <br /> The maps indicated that the site was located in a developed area, but no detail was provided. The <br /> topographic maps are included in Appendix B. <br /> 2.4 ENVIRONMENTAL DATABASE SEARCH AND SJCEHD FILE REVIEWS <br /> Locations identified in the guidelines set forth in Practice E 1527-00, Standard Practice for Environmental <br /> Site Assessments: Phase I Environmental Site Assessment Process published in May 1993 (Revised <br /> 2000) by the American Society for Testing and Materials (ASTM) specified databases within the <br /> specified search radii are included the EDO Radius Map with GeoCheck® report in Appendix B. The <br /> search of the databases revealed information pertaining to numerous locations, as is commonly the case <br /> for downtown Stockton properties. Due to the large number of identified locations, only those properties <br /> located within close proximity of the site were further investigated at the SJCEHD. The following <br /> database address and the site property address were submitted to SJCEHD and the non-confidential <br /> portions of their files were researched: <br /> • 6 Lindsay Street <br /> • 20 Lindsay Street(the site) <br /> • 303 El Dorado Street <br /> • 345 El Dorado Street <br /> • 425 El Dorado Street <br /> SJCEHD had records for one of the locations submitted. The results of the review of documentation on <br /> file at SJCEHD are summarized below: <br /> • 425 N. El Dorado Street is the location of the Stockton City Hall. A Radioactive Materials <br /> License was on file for this location regarding the use of gauges for moisture density readings. <br /> The databases specified by ASTM are commonly subject to infrequent and partial updating. This is <br /> especially true of those locations that no longer warrant inclusion in a given database. It is therefore not <br /> unusual to fail to find supporting documentation for locations identified in the ASTM specified database <br /> search on file with local regulatory agencies. <br /> 2.5 SITE RECONNAISSANCE <br /> A walking site reconnaissance was conducted on May 20, 2004. The interior and exterior areas of the site <br /> were viewed. The site manager, Mr. Al Lee, indicated that he had leased the property for approximately <br /> the last 20 years, and that he had no knowledge of any USTs on site. An oil-water separator was noted in <br /> the floor of the garage. The soil areain the rear of the property was covered with several inches of gravel. <br /> Other than some incidental motor oil staining from parked vehicles,no indications of contaminated soil or <br /> is CONDOR <br />
