i <br /> Quick Break <br /> May 6 , 1991 <br /> Page 2 <br /> DISCHARGE OF TOXIC WASTEWATER TO ARMY COURT STORM SEWER-- <br /> NOTICE OF VIOLATION AND ORDER TO CEASE AND DESIST <br /> 2 . Submit a plan, acceptable to this Department, for <br /> collecting, treating, and disposing of site runoff to <br /> sanitary sewer. Construction shall be completed within <br /> 90 days of receipt of this letter. <br /> 3 . Apply for a wastewater discharge permit. Demonstrate <br /> compliance within 30 days after construction has been <br /> completed. <br /> 4. Clean on-site storm sewers and the storm sewers from the <br /> 2325 W. Charter Way site to and including the pump <br /> station wet well . The cleaning shall remove all debris, <br /> solids and toxics . Disposal shall be in accordance with <br /> all applicable standards. <br /> 5 . Provide a copy of the analysis of solid waste sludge <br /> generated and manifested for disposal . The analysis <br /> must show concentrations of constituents other than <br /> asbestos. <br /> Quick Brake disregarded the violation notice of November 2 , <br /> 1989, by violating the same regulation again March 6, 1991 . <br /> A civil penalty of $6, 000 . 00 is hereby imposed on Quick Brake <br /> for the March 6, 1991, violation (Stockton Municipal Code <br /> Section 7.089.4) , pursuant to Section 7-091 .12 of the S.M.C. <br /> Any additional violation of Section 7-089.4 or this Order <br /> will also result in the imposition of a fine of $6, 000. 00 per <br /> violation per day. <br /> Any questions pertaining to this Notice of Violation and <br /> Cease and Desist Order should be directed to the <br /> Environmental Control Section at 944-8721 . <br /> MORRIS L.
