Charter Way, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />**Facility generated 17.68 tons of hazardous waste in 2010. Of that waste, 0.16 tons was RCRA <br />hazardous waste. <br />Notes: (corrected on site) <br />- Four 55 gallon black steel drums which previously held hazardous waste were observed labeled only <br />with the word "empty." Nine 55 gallon black steel drums were observed with an "empty" label posted <br />nearby. Containers larger than five gallons that previously held a hazardous material or hazardous <br />waste shall be marked as empty with the date they were emptied and managed within one year of being <br />emptied. The drums were properly labeled at the time of inspection. <br />- Two 55 gallon black steel drums of hazardous waste were observed stored behind additional drums, in <br />an area that did not allow access to inspect the drums or their labels. The owner or operator shall <br />maintain aisle space to allow the unobstructed movement and access of personnel, fire protection <br />equipment, spill control equipment, and decontamination equipment to any area of the facility in an <br />emergency. The drums were repositioned at the time of inspection. <br />- A 5 gallon bucket of household batteries and a box of aerosol cans were observed without the contents <br />listed on the label. A generator shall label or mark universal waste with the words 'Universal Waste' and <br />the type of waste (batteries, mercury containing equipment, lamps/bulbs, electronic devices, CRTs/CRT <br />glass, aerosol cans). The labels were corrected at the time of inspection. <br />**Note** This facility is sending their shot blast media waste to US Technology Corporation in Ohio and <br />Georgia as an excluded recyclable material. In previous years, this waste has been disposed of as a <br />RCRA hazardous waste containing chromium, cadmium, and lead.
