I <br /> f <br /> Section 1: Background <br /> Premier Finishing (Premier) has obtained a Permit By Rule [Title 22 California Coda of <br /> Regulations(CCR),Division 4.5,Chapter 45,Article 1]for the on-site treatment of aqueous waste <br /> containing metals.Clu�omate conversion coatings are perfoaxned on metal products where the metal <br /> surface is converted into s desired coating through a chemical process.The conversion coating is <br /> performed to prevent corrosion and/or to create effective adhesion properties for other subsequent <br /> coatings, each as powder coating. The metal products are dipped into on¢ or more chemical _ <br /> immersion baths, depending on tho mala( properties and desired coating finish and rinsed in a <br /> water bath ager oath chemical dip.This process is accomplished on-site via the plating line which <br /> consists of sixteen tanks,eight of which are rinse water tanks(B,2,4,6, 8,9, 11 and 13). Two of <br /> the eight rinse water tanks are emptied daily (Monday — Thursday), this rinse water from th¢ <br /> plating line process rinse tanks are drained and pumped to a 750-gallon treatment tank to remove <br /> the heavy metals. [Attachment A — Plating Line Schematle and Points of Generation] A <br /> flocculent is added to the treatment tank to precipitate the heavy metals from the water. The <br /> precipitate is then pumped into a filter press to remove excess water.The separated non-hazardous <br /> wastewater is cycled through the onsite wastewater treatment facility and sampled before being <br /> discharged Som the facility to the City sewer•. [Attachmont B—Wastewater Discharge Permtt] <br /> Wastewater generated fiom tanks A,1,3,5, I2 and 14 are not pumped to the 750-gallon treatment <br /> tank,the wastewater from these tanks ane all considered spacial discharges. When necessary, we <br /> use Clean and Clear to drop out heavy metal. They are t¢ated prior to discharging the wastewater <br /> to the sewer. Sludgy fivm the process is ran through our filter press. The sludge is then put in a <br /> hazardous waste drum and hauled offsite. In case ofa spill there is a containment wail around all <br /> tank lines and the wastewater is contained inside the az�ea. Premier hes a sump pump with a <br /> discharge line attached and the wastewater would be pumped into one of the three holding tanks. <br /> Once the wastewater is in the holding tank it is tested. The appropriate treatment received, then <br /> with permission from the City of Stockton Water Department we could release into Sewer I. <br /> Th¢tests we rvn are:cam 17,semi volatile organic compounds by EPA method 625,cyanide(total) <br /> by EPA 335.4, total volatile dissolved solids by EPA SM2540E, total dissolved solids by EPA <br /> 3M2540C,ph water by EPA SM4500h,total non-polar material by EPA 1664A(SC}T-HEM),oi3 <br /> and grease by SPA 1664A(HEM),organochlorine p¢sllcides and PCB's by SPA bOg,and volatile <br /> organic compounds by EPA 624. <br /> Rrmtm�P/nlaM,rg LNarle Ano/ysts Pion <br /> t <br />
