The Redevelopment Agency has two low-income housing programs that can assist
qualified homeowners, both programs of which were handled by Rachel DeBord and now are handled by an outside
consultant with involvement by me as needed. Those two programs are the Senior Housing Rehabilitation Program (for
people 60+years of age),which is a grant program, and the Housing Rehabilitation Program Matching Grant(for any
homeowner),which is a forgivable Iban program. I don't mind fielding calls and/or receiving counter visits from any of the
residents affected by the contaminated water situation and giving them information on the programs, but ultimately they'll
need to apply for the programs by contacting Denise Williams at Laurin Associates, 1501 Sports Drive, Sacramento, CA
95834 (800-424-1193).
Kevin
-----Original Message-----
From: Conarroe,Keith
Sent: Wednesday,January 16,2008 4:29 PM
To: Birkholz,Kevin
Subject: Water connection funding-Louise Ave CO-OP Water System
FYI
The Louise Ave CO-OP Water System received a notice of violation on nitrate. The County Environmental Health has
notified them that they must abandon their existing well. There are five residents on this system that will need to
connect to the City water system as a result. Four are located on Louise Ave and one in on Frank.
They may need or inquire about funding the connection fees and service line installation through some type of grant.
Some or all of the residents may be low income.
Adrienne Ellsaesser with the Environmental Health may provide the residents with your name and phone number as a
contact about possible funding.
The City connection fees are about$4,260 plus the cost of installing the service line to the house. The houses on
Louise do not have a connection from the water main to the property and will need to be installed as well. The Water
Division can install the service line from the water main to the property line at cost. The remainder of the service line
would need to be paid by the customer. The cost of the service line installation is difficult to assess but is probably on
the order of$2,500.
Keith
1
