Martinez Jr
Environmental Engineer
8800 Cal Center Drive
Sacramento, CA 95826
RE: REQUEST FOR TIMELINE EXTENSION FOR THE IMMINENT AND
SUBSTANTIAL ENDANGERMENT DETERMINATION AND ORDER ISSUED FOR
THE GORDON RESEARCH FACILITY SITE.
Mr. Tjosvold
Due to circumstances beyond our control, we respectfully request an extension of time
for submitting the required Chemical ID and Disposal Plan, Pursuant to Section 5.4.3 of
the Order.
To date, we have acquired bids from two separate Hazardous Material Disposal
contractors, each quoting two very different prices—a variance of roughly 100%. Due to
the wide discrepancies in these prices, Aperio Inc. would like to acquire at least two more
bids to build a better price-base for the disposal of the Gordon Property Hazardous
Waste. Due to the holiday schedule. it has been extremely difficult to contact, receive
meaningful responses from, or arrange site visits for potential contractor candidates for
this project.
Further, the Project site is currently inaccessible by trucks and equipment due to the City
of Manteca's improvements to S. Union Rd, which provides the only means of access to
the property. To complicate matters, the City of Manteca has placed the curb-cut for the
driveway about 100 feet south of the previous driveway entrance (see photo 43 —
Attachment B), which was compacted and provided a black-topped, hard-scaped area for
vehicles and equipment on site (see photo#5 —Attachment B). The new access point will
have to be graded, compacted, and prepped to handle such traffic.
An additional issue affecting access is that George Reed. Inc. has been contracted by the
City of Manteca's Public Works Department to install sidewalks on the west side of
Union (the area adjacent to Gordon Property and the street) during the next two weeks
(this is from telephone interview on 12/27/07 with George Ground at City Manteca
Public Works, Senior Inspector. 209-639-5965). When these sidewalks are installed
(which is scheduled for Jan 2-11, 2008 weather permitting), the concrete \gill need four
