For the first 21+of <br /> these years, he held highly responsible positions in the areas of engineering;engineering manage- <br /> ment; production management;and product& market management. In the last six years of this <br /> earlier period, he served as the president of an environmental services corporation. During this ear- <br /> lier time,his accomplishments included: the design,the oversight of the production,and the testing <br /> of various pieces of apparatus used in nuclear weapons; the operation of a commercial chemical <br /> plant producing a basic amino acid;the management of a unique group of products designed for <br /> use in telecommunications equipment;the design of a line of permeation device based gas analyzer <br /> calibration instrumentation;and the operation of the environmental services company that produced <br /> these instruments. More recently,since founding High Tech Enterprises in 1980, his experience <br /> has involved a variety of consulting,expert witnessing, and educational projects and contracts. <br /> Environmental + Occupational Safety & Health Technical & Management Skills: <br /> • As an engineer in a design engineering group at the Lawrence Livermore National Laboratories, <br /> Mr. Finucane coordinated the overall effort to design a "safing" mechanism for an early gen- <br /> eration submarine launched ballistic missile. The weapons apparatus that resulted from this <br /> team effort was eventually documented to be 100% effective,and was installed in all of the first <br /> generation Polaris ICBMs. <br /> • As the operating superintendent of the dl-methionine plant for the Dow Chemical Company's <br /> manufacturing facilities in Pittsburg,CA, Mr. Finucane developed and oversaw the complete re- <br /> vamping of the plant's operating procedures. The primary goal of these changes was to in- <br /> crease the operating economics of this facility. In part,these changes involved a reduction in the <br /> plant work force from 8 to 7 operators per shift. Mr. Finucane also completed a complete re- <br /> write of the plant's safety procedures. During the two full years of operation following the im- <br /> plementation of the operating procedure changes and the installation of two new pieces of capi- <br /> tal equipment,the dl-methionine plant showed a net annual operating margin increase of over <br /> 22%,and it was the only facility at the Pittsburg site that did not experienced a single loss time <br /> accident or injury during this same two year period. <br /> I <br />
