Diesel Impacted Soil Removal Report May 2010
California Army National Guard Armory
Lodi, CA
was used to backfill small potholes throughout the parking area. Photographs documenting the condition
of the excavation area following backfilling and compaction are presented in Appendix B.
Following excavation activities, the non-hazardous waste manifest for excavated soils was signed by the
site representative. A total of 14.14 tons of soil, which had been profiled As Class II nonhazardous waste
and previously approved for disposal, was removed from the site at that time and transported to the
Recology Hay Road landfill in Vacaville, California for disposal. Documentation associated with the
imported clean fill and waste transport and disposal are presented in Appendix E.
4.0 FINDINGS
4.1 PRE-CHARACTERIZATION SAMPLING
On January 28,2010, OTIE collected soil samples from multiple locations and depths in the area
impacted with diesel fuel to estimate the lateral and vertical extent of soil exceeding the 100 mg/kg
threshold for TPH-D. Additionally, OTIE collected a four-point composite soil sample for the purpose of
profiling waste materials for disposal.
The strategy for pre-characterization sampling,as defined in the Workplan, was to facilitate direct loading
and disposal of excavated materials and backfilling with clean fill immediately following excavation
activities so as to provide minimal disruption of mission-related activities at the site.
Pre-characterization results for soil samples indicated in Figure 3 are summarized in Table 1 below.
Laboratory analytical results for pre-characterization and waste characterization soil samples are
presented on CD as Appendix D.
Table 1
Pre-Characterization Soil Sample Results
Sample ID Sample Location Sample Depth TPH-D(mg/kg)
LODI-SO-01 3 feet outside center of spill area 20 inches 2.2
(along middle of western sidewall)
LODI-SO-02 3 feet outside center of spill area 18 inches 11
(along middle of northern sidewall)
LODI-SO-03 3 feet outside center of spill area 18 inches 13
(along middle of eastern sidewall)
LODI-SO-04 5 feet outside center of spill area 18 inches 19
(along middle of southern sidewall)
LODI-SO-05 Center of spill area 6 inches 13,000
LODI-SO-06 Center of spill area 40 inches 2.2
LODI-SO-07 2.5 feet south of center of spill area 18 inches 3.7
LODI-SO-08 3 feet south of center of spill area 32 inches 1.5
LODI-SO-09 3 feet northeast of center of spill area 12 inches 16
Consistent with the pattern expected from the physical condition of the reported fuel release, the highest
impacts from TPH-D in soil were generally shallow and in the approximate center of the area covered
with plastic, as shown in Figure 3 and Table 1. Only one sample(LODI-SO-05)exceeded the 100 mg/kg
threshold for TPH-D (13,000 mg/kg).
