APP <br /> Well Installation and Sampling at California National Guard Field Maintenance Shop <br /> Stockton, California <br /> The aforementioned spill procedures apply to spills occurring on land or within the confines of <br /> the construction area. Any spills that occur in the water are not anticipated, however, these <br /> would be reported to the appropriate regulatory authorities (i.e. U.S. Coast Guard, U.S. EPA, <br /> etc.). They will direct on site cleanup resources and efforts. <br /> In the event of an explosion, all non-essential personnel shall evacuate and help secure the site. <br /> It is essential that the site be evacuated and no one allowed re-entering, except to possibly save <br /> a life, until cleared by the Emergency Coordinator. The Emergency Response Team will <br /> determine what actions, if any, are appropriate. <br /> 9.2.3 Firefighting Plan (01.E.01, Section 19) <br /> Prevention - The primary goals of fire prevention and protection measures are: <br /> • To control ignition sources, and <br /> • Early detection and rapid response. <br /> The following guidelines will be followed at the site to achieve these goals: <br /> • Smoking will be prohibited on site except in designated areas approved by the SSHO. <br /> • No welding, open flame, or spark-producing operations will be allowed on site unless <br /> evaluated and approved by the SSHO. An OTIE Hot Work Permit issued by the SSHO <br /> will be required for all hot work. <br /> • Recognition -All fires and visible smoke will be reported at once to the SSHO. <br /> • Response - In the event of fire or explosion, site evacuation procedures will be <br /> implemented and emergency response services will be notified. <br /> • OTIE personnel will only attempt to extinguish small incipient fires (e.g., fires that can be <br /> extinguished with available portable fire extinguishers). In the event of larger fires, OTIE <br /> will notify the proper authorities and evacuate the site in accordance with the Emergency <br /> Response and Contingency Plan. <br /> Only approved (by a nationally recognized testing laboratory) containers and portable tanks <br /> shall be used for the storage of flammable and combustible liquids. Metal containers and <br /> portable tanks (less than 660 gallons individual capacity) shall meet the requirements of <br /> Chapter I, Title 49 of the CFR (U.S. Department of Transportation (DOT) Hazardous Materials <br /> Regulations), Chapter 9 of the United Nations Rules for Transportation of Dangerous Goods, or <br /> National Fire Protection Association (NFPA) 386, Standard for Portable Shipping Tanks for <br /> Flammable and Combustible Liquids. Plastic fuel containers shall meet one or more of the <br /> following specifications: ANSI/American Society for Testing and Materials (ASTM) D3435, <br /> Plastic Containers (Jerry Cans) for Petroleum Products; ASTM F 852, Standard for Portable <br /> Gasoline Containers for Consumer Use; ASTM F 976, Standard for Portable Kerosene <br /> Containers for Commercial Use; ANSI/Underwriters Laboratories (UL) 1313, Nonmetallic Safety <br /> Cans for Petroleum Products. <br /> 9.2.4 (4) Posting of Emergency Telephone Numbers (01.E.05) <br /> Emergency telephone numbers and reporting instructions for ambulance, physician, <br /> hospital, fire, and police shall be conspicuously posted at the work site.
