APP <br /> Well Installation and Sampling at California National Guard Field Maintenance Shop <br /> Stockton, California <br /> 9.0 PLANS (PROGRAMS AND PROCEDURES) REQUIRED BY THE <br /> SAFETY MANUAL (AS APPLICABLE) <br /> Based on a risk assessment of contracted activities and on mandatory OSHA compliance <br /> programs, OTIE has addressed all applicable occupational risks and compliance plans. Using <br /> the EM 385-1-1 as a guide, plans may include but not be limited to the following as described in <br /> this section. <br /> 9.1 LAYOUT PLANS (04.A.01) <br /> Please refer to the Site Layout Plan in Figure 2. Details on overhead and underground <br /> obstructions will be kept at the Project Site on a marked map during any site activities. The <br /> Layout Plan will include all overhead and underground utility lines. <br /> 9.2 EMERGENCY RESPONSE PLANS <br /> Emergency response information is also contained in the SSHP in Sections 13.0 and 4.0. <br /> 9.2.1 (1) Procedures and tests (01.E.01) <br /> Fuels, lubricants, and hydraulic fluids may be used on site to service mobile equipment. As a <br /> result, the possibility of a fuel spill or possibly a medical emergency (personnel injury, fire, or <br /> explosion) does exist. A copy of the Emergency Response Plan (this section) and the map to <br /> the Emergency Medical Facility (Figure 3)will be kept in all OTIE project vehicles. <br /> The Emergency Response Plan shall be rehearsed once throughout the duration of the project. <br /> The rehearsal shall include a staged personnel injury or fuel spill mishap. At the completion of <br /> the emergency response exercise, the SSHO will evaluate the effectiveness of the emergency <br /> response procedures and modify the APP/SSHP/ANAs as appropriate. <br /> 9.2.2 (2) Spill Plans (01.E.01, 06.A.02) <br /> Careful handling and storage of materials is an important aspect of spill prevention and <br /> minimization. If necessary, proper containment structures will be used to help contain potential <br /> spills. The field crew should also be aware of any existing drainage systems that may exist on <br /> the site. However, if a spill or release were to occur, OTIE incorporates this Spill Plan as part of <br /> the APP. <br /> In the event of a spill of hazardous materials (such as gasoline or diesel fuel), the SSHO or his <br /> designee shall control the spill and proceed to absorb or containerize the material. In addition, <br /> the SSHO may, at his/her discretion, direct an employee to conduct air monitoring to further <br /> characterize the nature and extent of the incident. <br /> A small spill (less than 5 gallons) shall be handled by OTIE personnel. For spills greater than 5 <br /> gallons, OTIE shall inform the Hazardous Material (HAZMAT) response team. OTIE personnel <br /> will respond as necessary until the HAZMAT team arrives. <br /> On-site spill control equipment shall consist of sorbent pads and booms, absorbent and bags, <br /> plastic sheeting and one or more 55-gallon drums. <br /> OTIE 20 <br />
