APP
Well Installation and Sampling at California National Guard Field Maintenance Shop
Stockton, California
9.18 WILD LAND FIRE MANAGEMENT PLAN (09.K)
This Plan is N/A for this project site.
9.19 HAZARDOUS ENERGY CONTROL PLAN (12.A.01)
Hazardous energy sources are all equipment and machinery that receive energy from electrical
power, hydraulic fluid under pressure, compressed air, steam, energy stored in springs, and
other sources that may cause the unexpected movement of equipment or machinery.
Hazardous energy sources also include liquids, gases, and solids stored under pressure.
OTIE will implement hazardous energy control measures to prevent damage to property and
injury to employees from the unexpected release of stored energy from electrical, mechanical,
and physical sources.
These procedures establish the minimum requirements for the lockout of energy sources
whenever maintenance or servicing is done on machines or equipment. These requirements
apply to machines and equipment with the potential for unexpected startup or energizing or the
release of stored energy that could cause injury are stopped, isolated from all potentially
hazardous energy sources, and locked out before employees perform any servicing or
maintenance.
All employees are required to comply with the restrictions and limitations imposed on them
during the use of lockout procedures. No employee, upon observing a machine or piece of
equipment that is locked out for servicing or maintenance, shall attempt to start, energize, or
use that machine or piece of equipment.
Violation of lockout procedures will result in disciplinary action up to dismissal.
9.20 CRITICAL LIFT PLAN (16.H)
This Plan is N/A for this project site.
9.21 CONTINGENCY PLAN FOR SEVERE WEATHER (19.A.03)
In the event of adverse weather, the SSHO working with the FTL will determine if work can
continue without jeopardizing the health and safety of field workers. Some of the items to be
considered prior to determining if work should continue are:
• Extreme heat and wind
• Heavy precipitation
• Limited visibility, and
• Potential for accidents.
OTIE - 28
