APP/SSHP
Soil Excavation at California National Guard Armory
Lodi, California
5.2.7 Visitor's Briefing
All site visitors who will be in the work area only for short periods of time will be briefed by OTIE
personnel. The visitor's briefing will include the hazards associated with the site, emergency
procedures, and the use of PPE.
5.2.8 Heavy Equipment Operator's License
It is an OTIE requirement that all operators of heavy equipment be properly trained and certified
or licensed for the equipment they are operating. Personnel mobilized to the site to operate
heavy equipment will be required to provide proof of a valid "equipment operators license" prior
to being allowed to "work" in that capacity. Note: It is not anticipated that heavy equipment
operators will be needed at this site, however drill rig operators are expected to have
qualifications to operate the drill rig they will be using.
5.2.9 First Aid and CPR Training
It is an OTIE requirement that when a medical facility or physician is not accessible within 5
minutes of an injury to a group of two or more employees for the treatment of injuries, at least
two employees on each shift shall be qualified to administer first aid and CPR and have
received training in Bloodborne Pathogens as codified at 29 CFR 1910.1030. The OTIE SSHO
and FTL will have this training. If work is performed at multiple sites at the same time, if widely
separated, all sites should have the minimum of two qualified first aid/CPR responders on-site
during hours work being performed.
First-aid attendants shall hold certification in first-aid and CPR training from the American Red
Cross, the American Heart Association, or from an organization whose training is deemed
equivalent by one of these organizations (and this equivalency is stated in writing), or from a
licensed physician. The certificate(s) shall state the date of issue and length of validity.
OTIE 19
