APP/SSHP <br /> Soil Excavation at California National Guard Armory <br /> Lodi, California <br /> 10.0 SITE CONTROL MEASURES <br /> 10.1 GENERAL <br /> This section details the setup of the site into the various work zones. To minimize the possibility <br /> of exposing unprotected personnel and the translocation of contaminants, several measures will <br /> be taken. These measures include: <br /> • Setting up security or physical barriers to exclude unnecessary personnel from the <br /> general area; <br /> • Minimizing the number of personnel and equipment on site consistent with effective <br /> operations; <br /> • Establishing work zones within the site; <br /> • Establishing control points to regulate access to work zones and requiring daily log in/log <br /> out procedures for all personnel gaining access to these zones; <br /> • Conducting operations in a manner to reduce the exposure of personnel and equipment, <br /> and <br /> • Minimizing the airborne dispersion of contaminants. <br /> 10.2 WORK ZONE DEFINITIONS AND SITE SECURITY <br /> As long as the level of protection required is Level D or modified Level D, one work zone is <br /> sufficient. However, if conditions change and the level of protection is upgraded to Level C, an <br /> EZ, contamination reduction zone, and support zone will be established. In the event this is <br /> required —an amendment to this SSHP will be issued. <br /> A temporary orange construction fence will be placed around any active work areas when <br /> necessary to further prevent unauthorized outside persons from entering the work zone. Other <br /> means of site security may be used; in this case this SSHP will be adjusted as needed. <br /> 10.3 THE BUDDY SYSTEM <br /> It will be a standard operating procedure at this project site that the `buddy system' be utilized. <br /> 10.4 AIR MONITORING <br /> 10.4.1 Volatile Organic Compounds <br /> A multi-gas monitor will be used on site to collect readings during work activities to confirm the <br /> absence of VOCs. This will be area monitoring only—no personal monitoring will be required. <br /> The meter that will be utilized will be the MultiRAE Plus. This meter combines a PID <br /> (Photoionization Detector) with the standard four gases of a confined space monitor (Oz, LEL, <br /> and two toxic gas sensors) in one compact monitor with sampling pump. The MultiRAE Plus is <br /> quickly and easily changed from a sophisticated technician instrument to a simple text-only <br /> monitor. The same monitor can be used as a personal monitor, a hand-held sniffer, or as a <br /> continuous operational area monitor. <br /> OTIE 33 <br />
