Box 8400 <br /> Denver, CO 80201-8400 <br /> LEPRINO FOODS ANNUAL REPORT, SAN JOAQUIN COUNTY, (CASE No. 3327) <br /> We have reviewed your letter dated 15 May 1995 and the 2 June 1995 Annual Ground <br /> Water Monitoring Report, 1994, prepared by Hydro-Search for Leprino Foods in Tracy. <br /> Following are our comments on the reports and on progress towards compliance with <br /> Board directives. <br /> Your 15 May letter proposes dates for the submittal of reports necessary to bring Leprino <br /> Foods back into compliance with Cleanup and Abatement Order(CAO)No. 94-704. The <br /> CAO requires a final remediation plan by 1 June 1995. Your letter proposes to submit a <br /> complete remediation action plan (RAP)by 1 July 1995. The letter indicates the RAP will <br /> develop a solution to any further plume migration and analyze recovery system results. It <br /> also indicates the final remediation plan will be developed,but does not provide a time <br /> schedule for the final remedial plan. Leprino Foods will be in violation of the CAO until an <br /> acceptable final remedial plan is submitted. <br /> In our 1 February 1995 meeting, Leprino indicated that an additional monitoring well <br /> would be constructed at the western side of the facility to define the extent of dissolved <br /> petroleum hydrocarbons in this area. In addition, Leprino indicated a more vigorous free <br /> product recovery system would be installed, initially with an additional extraction well and <br /> skimmer pump. Staff have approved the monitoring and extraction well locations. No <br /> progress has been made in construction of these wells. We understand you have changed <br /> consultants and schedules have been delayed, however this work need to be completed <br /> immediately. <br /> Specific comments on Annual Report: <br /> The following items are required by Monitoring and Reporting Program 93-811 but were <br /> not included in the annual report: <br /> An evaluation of the effectiveness and progress of investigations and remediation, <br />
