0 i
Mr. John Ewing -2- 18 August 1994
The proposed analysis of soil and ground water samples from the newly-installed monitoring wells,
by EPA Method 418.1 for total recoverable hydrocarbons (TRPH) will not identify hydrocarbon
constituents. This method should be replaced with a method which will identify hydrocarbons
heavier than diesel, such as modified EPA Method 8015.
The work plan proposes to submit only soil samples collected from the capillary fringe for
laboratory analysis. Additional soil samples should be submitted for laboratory analysis 'used on
the organic vapor analyzer (OVA) measurement. In addition, as we have required before, the first
samples from new monitoring wells shall not be collected for at least 48 hours after well
development.
By 2 September 1994, you are required to submit an amended work plan for installing monitoring
wells to determine the lateral extent of ground water contamination to nondetectable concentrations
of hydrocarbons beyond the Leprino Foods property boundaries. The amended work plan also shall
include proposals to use soil and ground water analytical methods which will identify hydrocarbons
heavier than diesel, identify soil samples which will be submitted for laboratory analyses based on
OVA measurements, and collect the first ground water samples from new monitoring wells no
sooner than 48 hours after well development. As required by Cleanup and Abatement Order
94-704, the amended work plan also shall propose a way to determine the vertical extent of soil and
ground water contamination.
If you have any questions, you may call Polly Lowry at (916) 255-3048.
"j L , Uul
WENDY L.
