CLEANUP AND ABATEMENT ORDER NO. 94-704 -4- <br /> LEPRINO FOODS COMPANY <br /> TRACY TRACY FACILITY <br /> SAN JOAQUIN COUNTY <br /> reported quarterly to the Board. The report shall include the times and dates <br /> equipment was not working; cause of shutdown; and a corrective action plan <br /> with a time schedule for implementation to ensure similar shutdowns do not <br /> recur. The approved schedule shall become an enforceable part of this Order. <br /> h. Ensure that the ground water extraction system[s] "zone of capture" <br /> completely envelops and controls the contamination plumes] (lines of zero <br /> contamination in all water bearing zones). If ground water monitoring and <br /> sampling results indicate that any part of the contamination plume[s] is not <br /> within the "zone of capture", the Discharger shall resample the following <br /> month. If noncontainment is confirmed, the Discharger shall submit within 30 <br /> days of receiving the sample results a Contingency Plan to mitigate the <br /> condition. The proposed actions shall be completed within 60 days of <br /> submitting the Contingency Plan. <br /> i. Maintain a sufficient number of monitoring wells to completely define and <br /> encompass the contamination plume[s] (lines of zero contamination in all water <br /> bearing zones). If ground water sampling results indicate that contamination <br /> has migrated to or past any of the outermost or deepest monitoring wells, the <br /> Discharger shall resample the following month. If contamination is confirmed, <br /> the Discharger shall submit within 30 days of receiving the sample results a <br /> work plan for installing additional monitoring wells. The additional wells shall <br /> be installed and sampled within 60 days of submitting the work plan. <br /> j. Obtain all local and state permits necessary to fulfill the requirements of this <br /> order prior to beginning work. <br /> k. Continue cleanup activities and report quarterly on the effectiveness of the <br /> remedial actions until such time as the Board determines that sufficient cleanup <br /> has been accomplished. <br /> 3. Comply with Monitoring and Reporting Program No. 93-811. <br /> 4. Submit copies of all reports, correspondence, and necessary permits to the Board as <br /> follows: <br /> a. All reports and plans shall be prepared and signed by a Registered Geologist, <br /> Registered Engineer, or Certified Engineering Geologist. <br />
