Mr. John Ewing -2- 24 September 1993
Leprino Foods
In addition to the comments above, the following comments on the field protocol described in
Attachment A need to be addressed.
6. Section A-2.6 states that drill cuttings will be placed in drums and transported to the tank
excavation soil stockpile for storage. A 26 August 1992 letter from Kleinfelder stated that,
pending acceptance, the tank excavation soil would be bioremediated at the Forward Landfill in
Stockton. If Forward Landfill accepted the soils for bioremediation, the soils should have been
removed by now. If the soils were not accepted, alternative disposal options should have been
considered. Please inform me what has been or will be done with these soils.
7. Section A-3.1 states that a fourth monitoring well with a four-inch casing will be installed.
There is no mention of a fourth monitoring well in the text of the proposal. If a fourth
monitoring well is to be installed, its location should be shown on a map. In addition, the
reason for using a four-inch diameter casing, as opposed to the two-inch casings proposed for
the other monitoring wells, should be stated.
8. Section A-3.2 states that prior to well development, each well is fust sampled with a bailer to
visually inspect for a hydrocarbon layer or sheen. If there is a measurable thickness of free
product, then the thickness should be measured and reported.
Please provide a written response to these comments by 15 October 1993, before beginning any
field activities. Include in your response a schedule for beginning field work and submitting the
Report of Findings and a work plan for the interim ground water extraction and treatment system,
which was due on 10 September 1993 with the submitted Ground Water Assessment Proposal. In
addition to those items proposed to be included in the Report of Findings, that report also should
include an evaluation of the extent of soil and ground water contamination, a proposal for any
further site characterization needed, and an evaluation of the interim remediation system capture
zone.
If you have any questions, please call me at (916) 255-3048.
POLLY LOWRY UU
Associate Engineering Geologist
PAL:gs
cc: San Joaquin Public Health Services, Stockton
Mr. Roy Greengrass, Leprino Foods, Tracy
Mr. Eric Findlay, Kleinfelder, Sacramento
N
