1.0 INTRODUCTION <br /> This Groundwater Cleanup Plan has been prepared in response to a December 31, 2004 letter <br /> from the California Regional Water Quality Control Board (RWQCB), Central Valley Region. <br /> Specifically, means of addressing the cleanup of hydrocarbon impacted groundwater at the <br /> Leprino Foods Company (LFC) plant in Tracy, California are described. In the December 31 <br /> letter, the RWQCB expressed concerns about product thickness trends, containment of the <br /> dissolved phase plume and offsite detections of diesel range organics in groundwater at the Tracy <br /> Plant. The impacts resulted from a subsurface pipeline release of diesel fuel that had been stored <br /> in an above-ground storage tank (AST). Product recovery and dissolved phase plume <br /> containment have been ongoing since 1996. <br /> The remainder of this report is divided into four sections. A discussion of site conditions and <br /> remediation systems already in place are provided in Section 2.0. A discussion of the selected <br /> remediation for final cleanup and monitoring and reporting is included in Section 3.0.
