2-1 <br /> 2.0 INVESTIGATION METHODOLOGY <br /> -" The following sections of this chapter describe the work that will be completed for the Phase <br /> II investigation at the Tracy facility. <br /> 2.1 TASK 1 - HEALTH AND SAFETY PLAN DEVELOPMENT <br /> Remcor will prepare and follow a HASP that describes the program to be implemented dur- <br /> ing the investigation activities at the TCS, Inc. facility. The site-specific HASP will be in- <br /> corporated into the Work Plan. The objective of the plan will be to provide site-specific pro- <br /> cedures to protect the health and to ensure the safety of Remcor personnel during the site <br /> work. Work will be performed in accordance with applicable federal, state, and local regula- <br /> tions, including Occupational Safety and Health Administration (OSHA) 29 Code of Federal <br /> Regulations 1910 and 1926 (29 CFR 1910 and 1926). <br /> Health and safety practices, procedures, and personal protective equipment (PPE) chosen for <br /> the project work will be based on an assessment of hazards at the site using existing site <br /> data. The HASP, the level of protective procedures and practices will be continuously re- <br /> evaluated during the performance of site activities to provide a safe working environment. <br /> All protective measures employed are commensurate with hazards associated with specific <br /> work activities and job tasks. <br /> 2.2 TASK 2 - MOBILIZATION/DEMOBILIZATION <br /> Upon approval of this Work Plan by Southeastern, Remcor will mobilize a field team to the <br /> Tracy, California site to complete the field tasks associated with this project. The field team <br /> will consist of a geologist and a subcontracted drilling fium with a drill rig capable of ad- <br /> vancing hollow-stem augers and collecting split-barrel samples. Prior to any drilling activi- <br /> ties, local utility companies and plant personnel will be notified so that all underground utili- <br /> ties can be located. It is assumed that site access, electrical power, and water supply will be <br /> arranged by Tracy representatives. <br /> :24447 <br />
