CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-00-227 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> KELLOGG SUPPLY, INC.,DBA CASCADE FOREST PRODUCTS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region(hereafter Board), <br /> finds that: <br /> 1. Kellogg Supply, Inc., DBA Cascade Forest Products (hereafter Discharger) submitted a <br /> Report of Waste Discharge (RWD) dated 17 May 2000 for a new packaging facility in <br /> Lockeford, San Joaquin County. Additional information was submitted on 8 September <br /> 2000 and 27 September 2000. <br /> 2. The property is owned by Kellogg Supply, Inc., DBA Cascade Forest Products. The <br /> Discharger manufactures and packages garden soil products through a process of outdoor <br /> mixing and curing. The product is packaged for retail customers,primarily for residential <br /> use. Raw materials are exposed to rain during the winter months and therefore storm water <br /> quality is a concern at the site. <br /> 3. The facility is located at 12686 Locke Road, Lockeford. The facility property is <br /> Assessor's Parcel Number 051-320-02. The facility is in Section 36, T4N,R7E, MDB&M <br /> as shown on Attachment A, which is attached hereto and made part of the Order by <br /> reference. Surrounding land uses are primarily industrial and agricultural. <br /> 4. Process activities at the site consist of receiving,mixing, storing, packaging,warehousing, <br /> and shipping soil amendment products. The facility layout is presented in Attachment B, <br /> which is attached hereto and made part of the Order by reference. <br /> 5. Equipment used at the site falls into two general categories. The first group consists of <br /> wood materials sizing equipment which consists of conveying, grinding, and screening <br /> equipment. The second group consists of packaging equipment which includes conveyors, <br /> hoppers, bag filling and sealing, and pallet load stabilization (stretch wrapping) equipment. <br /> 6. Raw materials are blended using front end loaders. The blended materials are stored <br /> outside to allow curing. Curing time varies by product from 0 to 12 weeks: The finished <br /> product is then packaged into plastic bags for retail sale.
