STATE OF CALIFORNIA
GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
17 November 1989
NOV 22 1989 s::
Ms. Eleanor Ratliff I E,Rm, E -` <;:.f
Registered Environmental Health Specialist ``' "L
San Joaquin County
Department of Public Health Services
P.O. Box 2009 C
Stockton CA 95201
PROPOSED ARCO SERVICE STATION, NORTHEAST CORNER OF MAIN AND INDIANA STREETS,
WOODBRIDGE, CLOSURE OF MONITORING WELLS
We have reviewed the 11 September 1989 "Report of Soil and Ground Water"
prepared by Applied Geosystems for this site. According to the report,
hydrocarbon contaminants were detected in soil at relatively low levels:
toluene - 92 ppb, xylene - 280 ppb; no benzene or total petroleum hydrocarbons
(TPH) were detected. The analytical detection limits for these soil samples
were 2.0 parts per million (ppm) for TPH, and 0.05 ppm for benzene. No
hydrocarbon contaminants were detected in ground water samples obtained from
the three on-site ground water monitoring wells. Arco has requested
authorization from the San Joaquin County Department of Public Health Services
to abandon the three existing monitoring wells.
Prior to authorizing the abandonment of these wells, you have requested
concurrence from the Regional Water Quality Control Board for abandonment of
the monitoring wells.
Based on this limited soil and ground water investigation report, we do not
believe that the reported levels of soil contamination represent a threat to
water quality. However, because contaminants were found, Arco should be aware
that they may migrate to ground water at a later time. Should this occur, or
new information be developed, Arco may be required to perform a site
investigation in the future.
We do not object to abandonment of the monitoring wells. However, prior to
abandonment, the wells should be resampled to verify the results of the
initial investigation, and Arco should file the reports required by Section
13250 of the Water Code.
If you should have any questions, please call me at (916) 361-5731 .
THOMAS D. PELTIER
Engineering Geologist
TDP/GLB/tdp
