MacArthur Rd. <br /> Tracy, CA. 95376 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Investigation Work Plan as submitted by Planet Industries Inc., on May 6, 2003 <br /> and has the following comments. <br /> The proposal is a continuation of investigation for soil contamination detected <br /> during a previous investigation (October 2002) done without notification to or <br /> oversight by EHD. EHD was indirectly notified of the activities when a contractor <br /> bidding for the placement of subsurface enhanced biologicals for Planet <br /> Industries' called EHD with permitting questions. <br /> The proposal included information that this work is voluntary and the storage <br /> vessels are considered exempt. In discussions with Teichert, it was explained <br /> that steel underground vessels that stored heated asphalt were removed from an <br /> area at Teichert and soil samples were collected and analyzed for motor oil. Due <br /> to misunderstandings during a phone call conversation with "someone at EHD", <br /> these vessels were removed without EHD involvement. The same <br /> misunderstanding allowed Teichert to later drill and sample the soil beneath the <br /> vessels without oversight or the required well permit. <br /> On March 10, 2003, an EHD representative walked the site and advised Teichert <br /> of some of the requirements needed to continue investigating the site. It was <br /> concluded that a work plan would be submitted. <br /> The work plan was to include the history of the above and below ground <br /> activities, including the chemicals used in the processes at Teichert and more <br /> information on the vessels. Maps showing where the borings were advanced, <br /> sample depths, and analyses performed were also to be included in the work <br /> plan. Laboratory data (analyses, QA/QC, chromatograms)would also help EHD <br /> understand the previous investigation better. EHD also requested that a <br /> professional discussion and conclusion of the findings be presented, <br /> recommendations for any additional work, and Teichert's response expectations <br /> from EHD. <br />
