Mac Arthur Rd, Tracy <br /> Teichert was advised that EHD does not have authority to require investigations <br /> at non-UST sites, but may provide evaluations and comments to persons willing <br /> to voluntarily comply with our recommendations as staff time allow. In order for <br /> EHD to determine our extent of involvement, you should make your final <br /> objective known at the beginning of the process. Persons requesting 'closure' <br /> letters or letters stating No Further Action/Investigation Required at the end of the <br /> investigation need to make this clear in the initial work plan. <br /> The recently received proposal did not contain the above noted items. Please re- <br /> evaluate the proposal and determine your final objectives and the level of <br /> regulatory agency involvement needed. A boring permit may be issued after the <br /> well permit application and fee are submitted, but EHD will not be able to issue a <br /> 'closure' letter. As a reminder, borings, wells, hydraulic push-points must be <br /> properly abandoned (cement grouted, bentonite slurry or pellets, etc) as required <br /> in San Joaquin County Well Standards. The proposal to "cap borings until <br /> proposal is made and plan of action is executed"is not acceptable. <br /> Sites that wish to have 'closure' letters at the end of the investigation/remediation <br /> phase where EHD does not have authority to provide closure should seek <br /> evaluation and oversight from either the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) or the Department of Toxic Substances Control <br /> (DTSC). <br /> Please contact Michael Infurna at (209) 468-3454 if you have any questions or <br /> wish to discuss the site. <br /> Donna Heran, REHS, Director <br /> Environmental Health D' 'sion <br /> Michael J.
