INTRODUCTION <br /> Scope And Purpose <br /> This work plan was prepared as directed by Michael J. Infurna, Jr., Senior REHS <br /> of the San Joaquin County Environmental Health Department as per his fax <br /> communication dated March 26, 2003 The purpose and scope of this work plan <br /> is to describe the manner in which we propose to discover and delineate the <br /> extent of diesel contamination at a former asphalt plant at the subject site. The <br /> information obtained will the be used to develop a "corrective action plan". This <br /> plan will subsequently be submitted for review and approval. As previously <br /> discussed, Teichert Aggregates would like this effort to be classified as an in- <br /> house "voluntary" clean up activity. <br /> Site Location and Description <br /> The site is located at the very end of South Macarthur Road in the City of Tracy, <br /> CA. The topography of the immediate area is relatively flat-lying. The surface is <br /> alluvium consisting of lenticular layers of clays, silts, gravels, and sands with <br /> cemented intervals (hardpan). Depth to groundwater at the site is anticipated to <br /> be approximately 120 to 150 feet below ground surface. <br /> Currently the site is being operated as a working aggregate plant. The former <br /> underground asphalt tanks and the related equipment have been removed. The <br /> tank pit and adjacent areas have been left open for further investigation activities. <br /> BACKGROUND <br /> Summary of Activities and Previous Investigation <br /> As a result of ongoing reclamation activities, piping and underground storage <br /> tanks from a former asphalt plant operation were discovered on the site in early <br /> 2002. The tanks contained hardened asphaltic materials and water that had <br /> accumulated on top of the material. After further research and conversations <br /> with various agencies and environmental firms, it was determined that the tanks <br /> would be considered exempt from current UST removal regulations because they <br /> contained materials that were non-hazardous. <br /> During the removal of the associated water, tanks and piping, soil contaminated <br /> with diesel fuel was encountered. The source of this contamination is unknown <br /> at this time. The soils affected in the immediate tank and piping area were <br /> removed and stockpiled on site. The tanks and related piping have and are <br /> currently being disposed of as non-hazardous materials. <br /> Submitted as Appendix "A" to this work plan are figures 1 through 32 inclusive. <br /> These figures document the activities that were conducted at the site from June <br /> through December, 2002. <br /> 4 <br />
