ARCADIS Ms. Donna DeMartino <br /> April 17, 2013 <br /> Background <br /> The site is located at the southeast corner of North Wilson Way and East Fremont <br /> Street in Stockton, San Joaquin County, California (see Figures 1 and 2). The site <br /> includes approximately 4.5 acres and is bounded by the following streets: East <br /> Fremont Street to the north, North Wilson Way to the east, and East Lindsay Street <br /> to the south. According to information provided in a 2010 Phase I Environmental Site <br /> Assessment (ESA) report prepared by Bureau Veritas North America, Inc. for the <br /> site, the site was developed as the RTD bus facility during the late 1970s and has <br /> been utilized as a bus repair, servicing, and refueling facility. The facility utilizes <br /> vehicle wash bays, a hazardous waste storage area, gasoline and diesel fuel pumps, <br /> and eight (8) current USTs, 18 service bays along the north and south portions of the <br /> building, one service bay in the northeast corner is a former paint booth which is no <br /> longer in operation, and one service bay in the southwest corner historically operated <br /> as a steam bay (Bureau Veritas North America, Inc.2010). Reportedly, the eight <br /> USTs contain diesel fuels (four USTS), unleaded gasoline (one UST), transmission <br /> fluid (one UST), and virgin motor oil (one UST) and waste oil (one UST; SJCEHD <br /> 2012). The waste oil "spill buckets," in the form of covered ports within the servicing <br /> bays, discharge waste oil to the waste oil UST via underground piping. The service <br /> bays are equipped with floor drains and a floor drain trench that reportedly are <br /> connected to a three-stage clarifier, prior to discharge to the sanitary sewer. The bus <br /> wash bay is also equipped with a three stage settling pond system which is part of <br /> the clarifier system and collects wash water and recycles the water for reuse within <br /> the wash bay. Some drains within the wash bay also discharge to the three-stage <br /> clarifier. <br /> File Review <br /> ARCADIS reviewed publicly available files at the San Joaquin County Department of <br /> Environmental Health (SJCDEH) on April 8, 2013. In general, the SJCDEH has the <br /> following documentation relating to the Site: <br /> • Reports for the routine annual inspections conducted at the Site that pertain <br /> to the USTs as well as the use and storage of hazardous materials; <br /> • Various permits and fees paid for the USTs by the SJRTD; and, <br /> • Historical information related to the USTs that were removed from the Site in <br /> 1990 and 1992. <br /> Page: <br /> FINAL 2013-04-17-Report SJRTD Bus Depot..doc 2/8 <br />
