ARCADIS Ms. Donna DeMartino <br /> April 17, 2013 <br /> The review of the annual inspection reports and various permits did not identify <br /> environmental conditions at the Site that would warrant further investigations. <br /> Historical Information Related to Former USTs <br /> The SJCDEH files included information regarding the removal of two USTs from the <br /> Site in 1990 and the removal of six more USTs in 1992 (Cambria Environmental <br /> Technology, Inc. (Cambria), 1996). The information indicated that a 500 square foot <br /> area (20 by 25 feet) where the former pipelines were located within the southern end <br /> of the enclosed bus wash area was excavated to a depth of approximately 18 to 20 <br /> feet below grade (Cambria 1996). Reportedly residual concentrations of total <br /> petroleum hydrocarbons as diesel (TPHd) remain in the subsurface at a depth of <br /> approximately 18 to 20 feet below grade at concentrations up to 2,200 milligrams per <br /> kilograms (mg/kg; SJCDEH 1996 and Cambria 1996). <br /> Based on the presence of the TPHd in soil, three groundwater monitoring wells were <br /> installed at the Site to a total depth of approximately 85 feet below grade in 1991 <br /> (Taber 1992a) and periodic groundwater monitoring and reporting (conducted on a <br /> quarterly schedule) was conducted at the Site from June 1991 to November 1992. <br /> Reportedly, the groundwater was not affected by the operation of the USTs removed <br /> from the Site in 1990 and 1992 (Taber 1992a and 1992b) <br /> Based on the results for the groundwater monitoring and the removal of the soil near <br /> the former USTs and associated piping, Cambria submitted a request for case <br /> closure on April 23, 1996 to the SJCDEH (Cambria 1996). The SJCDEH concurred <br /> with Cambria's request and provided a letter closing the case on July 25, 1996 <br /> (SJCDEH 1996). The groundwater monitoring wells were abandoned following the <br /> regulatory case closure of the Site in 1996. Based on the regulatory case closure <br /> and the depth and concentrations of the TPHd affected soil that remains in the soil at <br /> the Site, the presence of this soil does not appear to represent a risk to human health <br /> or the environment. <br /> Field Investigation <br /> As provided in Task 2 of the proposal, the field investigation included advancing nine <br /> soil borings for the collection of soil samples for laboratory analysis.
