i
PUBLIC HEALTH SEkVICES
SAN JOAQUIN COUNTY '
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.PH., Health Officer c
304 East Weber Avenue,Third Floor • Stockton, CA 95202
2091468-3420
QUL 19 2001
JAMES GIOTTONINI
PUBLIC WORKS DIRECTOR
CITY OF STOCKTON
425 N EL DORADO
STOCKTON CA 95202
RE: City of Stockton Sites in the Local Oversight Program
A meeting was held on July 12, 2001 at the office of San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD). In attendance at the meeting were you and Sharla
Hardy, representing the City of Stockton; Bill Little representing Advanced GeoEnvironmental
Incorporated (AGE); and Dot Lofstrom and Jeff Wong representing PHSIEHD. The following is
a summary of the site discussions that occurred at the meeting as well as other comments.
Fontana Drive at Smith Canal
PHSIEHD has not received the report describing additional groundwater investigation at
this site. Therefore, this site was not discussed further at the meeting.
110 Sonora
The work plan for this site has been submitted and drilling permits issued. Monitoring
well installation is scheduled to begin the third week of July. After the vapor extraction
system is in place, the California Air Resources Board will inspect the system. Baseline
sampling is scheduled for August.
1740 Houston
The report on this site was issued in June 2001. Concentrations of methyl tertiary butyl
ether (MtBE) detected in groundwater samples from monitoring well MW-6 have
increased from 54 micrograms per liter(pgll) in November 2000 to 150 µg/l in June
2001. The screen for MW-6 is set at 35 to 40 feet below ground surface and thus
represents the"deep"aquifer. In a discussion about possible closure for the site, the
point was made by PHS/EHD that the vertical extent of contamination has not been
defined and that additional work would probably be required. Subsequently,Jeff Wong
discussed the site with the Central Valley Regional Water Quality Control Board
(CVRWQCB). The CVRWQCB agreed that further definition is required. Therefore,
please submit a work plan to define the vertical extent of MtBE in groundwater at the site
to PHSIEHD by July 31, 2001.
1455 Lincoln
A concentration of perchloroethylene(PCE)was detected in samples collected from the
soil associated with the piping of the abandoned waste oil underground storage tank.
Therefore, at least one groundwater sample will need to be collected at the site to
determine if groundwater has been impacted. Please submit a brief work plan to collect
the groundwater sample(s) to PHSIEHD by July 31, 2001.
A Division of San Joaquin County Health Care Services
