DONALD SINCLAIR MAY I J 2004 SHIRLEY THOMPSON 3780 LINNE ROAD TRACY CA 95376 RE: Sinclair Trucking SITE CODE: 1916 3780 Linne Road Tracy CA 95376 San Joaquin County Environmental Health Department (SJCIEHD) has reviewed "Report-initial Site Conceptual Model"dated June 18, 2003 and "Feasibility Study Addendum (Cost Comparisons)"(Addendum) dated April 26, 2004 that were prepared on your behalf by Geological Technics Inc. (GTI) and has the following comments. In general, the Site Conceptual Model (SCM) reasonably addresses the primary issues for the site; the vertical extent of impacted groundwater is delineated, the lateral extent of impacted media has been delineated, and the sorbed and dissolved contaminant masses have been estimated. However, SJCIEHD found a difficulty with the fact that the borings lags submitted with the SCM, on which the cross sectional diagram and the findings were'based, have all been altered from the original boring logs submitted to this agency, with the exception of the log for monitoring well MW-101. No explanation for the alteration of the original boring logs was provided. SJCIEHD is aware that GTI maintains a library of soil samples from the borings they advance. If a new boring log has been produced based on re-examination of the samples, the new boring log should contain the relevant data to make this apparent to subsequent users of the logs and to minimize confusion. At a minimum, the new log should include the name of the investigator re-describing the soils, the date, and a notation that the log has been revised. In this case, it appears there may be errors in the new logs. Looking at MW 1, for instance, some blow counts have changed; some sandy silt and clayey silt symbols have changed from the correct ML designation to the incorrect SM and CL designations, respectively. Also, lithology logged as silt on the logs are shown as clay on the cross section. As it stands, SJCIEHD cannot concur with this model as presented. Please submit corrected boring logs and cross sections. In correspondence dated July 18, 2003, SJCIEHD directed you to have your consultant submit cost comparisons for the remedial alternatives they had discussed in "Feasibility Study/Corrective Action Plan" (CAP) dated June 25, 2003. In the CAP, GTI proposed excavation and removal of contaminated soil as the final remediation plan for your site. However, without cost comparisons SJC/EHD could not complete review of the document.
