The Geological Technics Inc. (GT) correspondence requests an extension to submit laboratory data <br /> and a workplan to further characterize the documented soil and groundwater plume. An extension is <br /> granted, please submit the information requested by October 15, 1999. <br /> The Geological Technics Inc. (GT) correspondence also suggests that"Sinclair already had 3 wells that we <br /> could calculate groundwater gradient with, so surveying MW-4 is not necessary at this time." PHS/EHD <br /> strongly disagrees with your consultant(GT). All groundwater monitor wells must he surveyed and used in <br /> the evaluation of the hydrogeologic setting. Monitor well MW-4 was installed February 16, 1999. The <br /> workplan by Del Tech signed by Ray Kablanow (Registered Geologist, Geological Technics)dated August <br /> 20, 1997 proposed the installation of MW-4. This proposal also included "Surveying of the new <br /> monitoring well will be completed by a licensed surveyor..." This scope of work was approved by <br /> PHS/EHD on September 29, 1997. The consultant has failed to complete this task to date. <br /> On September 16, 1999 PHS/EHD spoke with Mr. Kablanow by telephone after reviewing the September <br /> 15, 1999 correspondence to PHS/EHD informing him of the monitor well surveying requirement. Prior to <br /> the completion and submittal of the next required groundwater monitoring event (QME) report, monitor <br /> well MW-4 must be surveyed and employed in the evaluation of gradient and flow direction. PHS/EHD <br /> now directs the responsible party at this site to complete this task. The next required quarterly <br /> groundwater-sampling event is past due. Please contact PHS/EHD to schedule the next QME. <br /> PHS/EHD strongly recommends that the responsible party at this site routinely request at least three <br /> bids for all scopes of work proposed related to corrective action activities at this Underground <br /> Storage Tank site as required by the Underground Storage Tank Cleanup Fund.
