i <br /> KLEINFELDER <br /> �I <br /> 2 BACKGROUND <br /> The proposed location for JIB #588 is at 100 East Louise Avenue, Lathrop;I California i <br /> (Plate 1). Kleinfelder completed a Preacquisition Environmental Site Assessment (PESA) <br /> for the site in February 1990. The results of the PESA indicated that the site may be <br /> located hydraulically downgradient of two facilities with the potential to affect site ground <br /> water with petroleum hydrocarbons and cross gradient of one gasoline station that has had <br /> E <br /> an unauthorized release of hydrocarbons. The two facilities include Libbey Owens Ford <br /> and J. R. Simplot. <br /> Agency records indicated that Libbey Owens Ford had underground storage tanks on their <br /> property, and that these tanks have leaked. The leaking tanks and affected soil were <br /> removed and disposed of. In January 1990, J. R. Simplot was extracting and treating <br /> ground water affected b 1,2-dibromo-3-chloro ro ane DBCP , and 1,2-dibromoethane <br /> Y P P ( ) � � <br /> Because of the potential that round water may be affected b i etroleum <br /> (EDB).
