k4 KLEINFELDER <br /> - I <br /> 2 BACKGROUND <br /> The proposed location for JIB 5 <br /> r r # it is at 100 East Louise Avenue, Lathrop;. California <br /> (Plate 1). Kleinfelder completed a Preacquisition Environmental Site Assessment (PESA) <br /> for the site in February 1990. The results of the PESA indicated that the site may be <br /> r, located hydraulically downgradient of two facilities with the potential to affect fi ite ground <br /> L water and cross gradient of one gasoline station that has had an unauthorized; release of <br /> hydrocarbons. The two facilities include Libbey Owens Ford and J. R. Simplot. ! <br /> Agency records indicated that Libbey Owens Ford had underground storage tariks on their <br /> property, and that these tanks have leaked. The leaking tanks and affected soil were <br /> I� ,i ' <br /> removed and disposed of. In January 1990, J. R. Simplot was extracting and treating <br /> Lf <br /> ground water affected by dibromochloropropane (DBCP), and ethylene dibromde (EDB). <br /> Because of the potential that ground water may be affected under the proposed site from <br /> Y P P <br /> the three different areas, Foodmaker has retained Kleinfelder to conduct a ground water <br /> assessment. <br /> The San Joaquin County Public Health Services requires the preparation of a Work plan <br /> prior to issuing a boring permit to conduct soil and ground water assessment. This work <br /> plan presents a scope of work and procedures to be implemented during tli soil and <br /> .ground water assessment, and is intended for client and agency review.
