(e2M) is pleased to submit this assessment report for the
subject waste oil tank. This report summarizes field observations, records reviewed, and includes
conclusions and recommendations based on regulatory requirements and maintenance guidelines
established by the manufacturer of the tank.
The tank is located at 1521 West Charter Way in Stockton, California (Site). The Site vicinity is
illustrated on Figure 1.
Tank configuration
The tank is a horizontal (steel and concrete) above ground storage tank (AST) with a 1,000 gallon
capacity manufactured by ConVault. The tank is located on a concrete pad, surrounded by a concrete
curb, situated under a canopy, and surrounded by steel bollards providing protection from vehicles at the
location indicated on Figure 2.
Design standard
Material of construction: The tank is welded steel encased in geomembrane and concrete and rests on
concrete support legs. It is designed to hold and store flammable and combustible liquid fuels.
Material thickness and how the thickness was determined: The steel is 1/8 inch (10 gauge) thick
according to product specifications and the Underwriter's Laboratory (UL) tag on the tank. The tank
exterior is insulated with a minimum of 1/4" thick styrofoam covered by a 30 -mil high density
polyethylene geomembrane which provides secondary containment. The geomembrane is covered by 6
inches of concrete reinforced with V2 inch rebar to provide two-hour fire protection, ballistic, and vehicle
impact protection.
Description of the system ming (materials. diameters): Used oil is pumped into the tank from the sump
table (drain rack) using a fixed pneumatic pump through'/4 inch galvanized pipe.
