Ms. Brenna Christiano
January 22, 2008
Description of any internal and external pumps: A pneumatic driven pump is used to fill the tank from oil
dispensed in the sump table.
Sketch or drawing of the tank, including the dimensions: The tank dimensions are illustrated on Figure 3.
Aize of the tank: The tank was delivered new to the site on March 24, 1988 according to the tank
manufacturer (ConVault, 800-222-7099).
Description and evaluation of leak detection equipment: The tank includes an integrated leak detection
tube that allows monitoring for leaks from the primary tank into the secondary containment. The leak
detection chamber is checked as part of routine monitoring and maintenance.
Description and evaluation of corrosion protection equipment: The tank is wrapped with 30 -mil high
density polyethylene to prevent external corrosion. Water that may accumulate in the tank is removed
with the oil when the tank contents are collected for recycling approximately every two weeks. This
process minimizes internal tank corrosion.
Description and evaluation of spill control or overfill equipment: The tank is filled using attached piping
from the sump table. The tank is fitted with a level gauge that is monitored visually to prevent
overfilling. The ConVault and sump tank are maintained within an area surrounded by a concrete curb
and covered by a roof structure.
Characteristics of the wastes handled: Waste oil from vehicles
Description of anv structural damaae or inadeauate installation or construction: None observed.
Results of leak test, internal inspection or other integrity testing: The inspection was limited to visual
observation. Leak testing and internal inspection was not performed. No signs of leakage were observed
at the time of the inspection.
Estimate of service life of the tank: Based on corrosion testing performed by the manufacturer the 1/8
inch thick steel tank is estimated to have an approximate 40 year service life. The tank manufacturer
provides a 20 -year warranty for this tank.
Conclusions and Recommendations
The tank installation is acceptable for waste oil storage. e2 recommends monitoring and maintenance
continue in accordance with the Spill Prevention, Control, and Countermeasures (SPCC) Plan dated July
21, 2006, applicable regulations, and manufacturer's requirements.
Additional information about this tank is reported in the SPCC plan.
This report is based on available information and was prepared in accordance with currently accepted
engineering practices. No other warranty is implied or intended. This report has been prepared for the
sole use of Holt and applies only to the subject site and tank. Use of this report by third parties shall be at
their sole risk. This report was prepared under the direct supervision of the California Professional
Engineer (P.E.) whose signature appears below.
engineering -environmental Management. Inc
