PreliminEnvironmental Assessment Work Plan
Pittman Elementary School
April 21,2003
Revised July 2,2003
Page 2
1963 and 1975. A photograph of a site plan is included in Appendix B. Sanborn Fire Insurance maps and
the photograph indicate the former location of the "Men's Ward" building where the track is now
located. The northwestern portion of the site appears to have been used as a lawn-covered park area
continuously since 1938. The lawn areas on the northern portion of the site and surrounding many of the
structures on the southern portion of the site may be impacted by residual pesticides and herbicides.
3.0 FIELD AND ANALYTICAL METHODS
This section includes a description of proposed site health and safety procedures, proposed soil sampling
procedures, and laboratory analyses. The evaluation of possible asbestos-containing materials at the site
will be conducted once construction begins. The evaluation of possible asbestos-containing materials in
the buildings is not included in this work plan.
3.1 HEALTH AND SAFETY REQUII2EMENTS
Prior to initiating fieldwork at the site, all field personnel will familiarize themselves with the site-
specific health and safety plan. The health and safety plan pertains to field activities and includes
information such as potential hazards encountered at the site, personal protective equipment, and
directions and telephone numbers to the nearest hospital. A copy of the site-specific health and safety
plan is included in Appendix C. All personnel working at the site will have completed 40 hours of
classroom training and 24 hours of supervised field training concerning hazards that may be encountered
at hazardous waste sites. Additionally, all field personnel working at the site will participate in a medical
monitoring program.
3.2 SAMPLING PLAN
The sampling plan described in this section is based on information contained in the DTSC Preliminary
Endangerment Assessment Guidance Manual and the DTSC Interim Guidance for Evaluating Lead-
Based Paint and Asbestos-Containing Materials at Proposed School Sites, previously mentioned in
Section 1.
3.2.1 Number,Type,and Analyses of Samples
Sampling of the approximately 14.5-acre site will be separated into seven distinct schemes, each
designed to address one of seven potential contaminant issues. A table with the details of the sampling
schemes is included in Appendix D.
1.awnAreas—Sampling_Scheme. I oEitre31
The approximately 14.5 acres of the site will be divided into 15 approximately one-acre sub-parcels.
Discrete samples will be collected from the center of each one- acre sub-parcel at the surface (0 — 6
inches) and the deeper subsurface (2.0 — 2.5 feet). The deeper discrete subsurface samples will be
- archived frozen by the laboratory pending analytical results of the surface samples.
The 15 discrete surface samples will be analyzed for organochlorine pesticides by EPA Method 8081A.
_ One discrete surface sample from each quarter of the site, a total of four samples, will be analyzed for
CAM 17 Metals by EPA Methods 6010B and 7471A. Discrete surface samples collected from four sub-
parcels not analyzed for CAM 17 Metals will be analyzed for arsenic by EPA Method 601013. The four
discrete surface samples analyzed for CAM 17 Metals and the four additional discrete surface samples
analyzed for arsenic only will yield a total of eight discrete surface samples for arsenic analysis.
i J ,
CONDOR
