PRELIMINARY ENVIRONMENTAL ASSESSMENT WORK PLAN <br /> Pittman Elementary School <br /> Assessor Parcel Number (APN) 139-210-04 <br /> Stockton Unified School District <br /> Stockton, San Joaquin County, California <br /> April 21,2003 <br /> Revised July 2,2003 <br /> 1.0 INTRODUCTION <br /> This is a work plan for conducting a Preliminary Environmental Assessment (PEA) at the proposed <br /> Pittman and Kohl Elementary Schools site (site) located at 510 East Magnolia Street in Stockton, San <br /> Joaquin County, California. This site is located on an approximately 14.5-acre portion of the parcel <br /> designated by Assessor Parcel Number (APN) 139-210-04 (Figures 1 and 2, Appendix A). Condor Earth <br /> Technologies, Inc. (Condor) prepared this work plan at the request of Mr. Steve Breakfield of the <br /> Stockton Unified School District(District), Stockton, California. <br /> The objective of the work described in this work plan is to evaluate potential contamination issues and <br /> contaminant exposure levels associated with historical land use practices at the site. This work plan was <br /> developed using information contained in the California Environmental Protection Agency Department <br /> of Toxic Substances Control (DTSC) Preliminary Endangerment Assessment Guidance Manual, dated <br /> January 1994 (Second Printing, June 1999) and the DTSC Interim Guidance for Evaluating Lead-Based <br /> Paint and Asbestos-Containing Materials at Proposed School Sites, dated July 23, 2001. This work plan <br /> includes site background information, health and safety requirements, and descriptions of the proposed <br /> fieldwork and laboratory analyses. <br /> 2.0 SITE BACKGROUND <br /> The 14.5-acre site is located along the southern boundary of APN 139-210-04, immediately south of the <br /> _ California State University—Stanislaus, Stockton campus. The parcel is owned by the State of California <br /> and managed by Grupe Commercial Company. The southern portion of the site is the location of a <br /> warehouse, a transportation building, the historical Grant House with a small associated shed, a Pacific <br /> Gas &Electric (PG&E) electrical substation, a restroom facility, a sewer screening station, a drug abuse <br /> recovery house, and a parking area. Five residences are located in the northwestern portion of the site. A <br /> lawn-covered park area is located immediately east of the residences. A dirt-surface athletic track is <br /> located northeast of the site, enclosing another lawn area. A hydraulic elevator that may have had <br /> hydraulic oil containing associated polychlorinated biphenyls (PCBs) is located inside the transportation <br /> building on the site. Lead-based paint and asbestos may be associated with the structures located on site. <br /> Research into the site history revealed that APN 139-210-04 was historically used for institutional <br /> purposes as a state hospital and a developmental center.Additionally, gas field maps indicate that the site <br /> is located within the Stockton Gas Field with several plugged and abandoned gas wells located in the <br /> vicinity of the site. Methane gas may be present in the site soils in association with the gas field. <br /> Condor reviewed five aerial photographs dated 1938, 1952, 1963, 1975, and 1983 of the site and <br /> surrounding area at the San Joaquin County Surveyor's Office. Aerial photographs indicate that land use <br /> in Stockton in the vicinity of the site has been urban since at least 1938.
