1
' 6.3 Proposed Sample-Collection
6.3.1 Non Volatile Samples
Non volatile surface soil samples will be collected in laboratory supplied glass jars that
will be inserted directly into topsoil loosened with a shovel. Future below ground surface
' samples will be collected in laboratory supplied glass jars from soil tailings that have
been excavated to the required depth by hand auger, shovel or excavation equipment. All
of the above sample containers will be capped, labeled for identification and placed in a
' cooler chilled with ice.Prior to use at each soil sample location, all sampling equipment
will be decontaminated in the field with a solution of laboratory grade,non-phosphate
detergent and de-ionized water and then rinsed.
' 6.3.2 Volatile Samples
After consulting with DTSC Project Managers, volatile samples will be collected by
' driving a brass tube directly into the ground with a decontaminated rubber mallet or slide
hammer. After samples are collected the tubes ends will immediately be covered with
Teflon tape and a rubber cap. All of the above sample containers will be labeled for
' identification and placed in a cooler chilled with ice. All sample holes and borings will be
dug using decontaminated equipment. Prior to use at each soil sample location, all
sampling equipment will be decontaminated in the field with a solution of laboratory
' grade,non-phosphate detergent and de-ionized water and then rinsed.
After all surface samples are collected,a wooden stake and flagging will be placed in the
' sample hole and bearings and distance will be measured from an appropriate permanent
structure at the Site. Pending the results of the surface samples, deeper and step-out
samples will be collected and analyzed if necessary. Background samples collected at 5'
' bgs and all QA/QC duplicate samples will be sampled as outlined above and will be
unidentifiable to the lab. Samples will be shipped via courier under Chain of Custody
(COC) procedures to a California Department of Health Services Certified Laboratory.
' 6.4 Health and Safety Procedures
' Prior to initiating fieldwork at the Site, all field personnel will familiarize themselves
with the Site-specific health and safety plan. The health and safety plan pertains to field
activities and includes information such as potential hazards encountered at the Site,
' personal protective equipment, and directions and telephone numbers to the nearest
hospital. All personnel collecting samples at the Site will have completed 40 hours of
OSHA classroom training and supervised field training concerning hazards that may be
' encountered at hazardous waste sites.
6.5 Community Profile and Public Notification
' The PEA report will be public noticed in both English and Spanish in the local
newspapers of record and made available for public review for 30 days using DTSC
Option A. A public hearing will be conducted at the end of that period. All of this will
' PEA Workplan 22
Spans Elementary School
January 18,2006
1
