PRELIMINARY ENVIRONMENTAL ASSESSMENT WORKPLAN <br /> PROPOSED SPANOS ELEMENTARY SCHOOL SITE <br /> 1.0 INTRODUCTION <br /> On behalf of the Stockton Unified School District(SUSD),Aperio Inc. has prepared this <br /> Preliminary Environmental Assessment (PEA)Workplan (workplan)for the proposed <br /> elementary school,tentatively designated as the Spanos Elementary School (Site). This <br /> workplan generally follows the procedures outlined in the Department of Toxic <br /> Substances Control (DTSC) Preliminary Endangerment Assessment Guidance Manual <br /> (PEA Manual) published in 1999,the DTSC's Interim Guidance for Evaluating Lead <br /> t Based Paint and Asbestos Containing Materials at Proposed School Sites, dated July 23, <br /> 2001,and the DTSC's Advisory—Active Soil Gas Investigations dated January 28,2005. <br /> 1.1 Purpose and Scope of Work <br /> The general purpose of the work proposed in this workplan is to evaluate potential <br /> contamination issues and exposure levels associated with historical and current land use <br /> practices at the site. Because this Site has over 125 years of known residential <br /> development dating back to the late 1800's several significant historical occurrences will <br /> be investigated. The Site is being investigated by a third party to determine if it contains <br /> ' any items of archeological significance. The archeological sampling plan is located in <br /> section 3.2.3. <br /> ' 1.2 Involved Parties <br /> Steve Breakfield,the Facilities Planner for Stockton Unified School District(SUSD) is <br /> the main contact person at SUSD. Ms. Dana McGowan,of Jones and Stokes Associates, <br /> ' has been retained to determine if there are any items of historical significance at the Site. <br /> David Wood of Aperio Inc. is the PEA Project Manager. <br /> 1.3 General Contents <br /> This workplan includes a Site description, Site background information which includes a <br /> ' review of Phase I Environmental Site Assessment(Phase 1) information, potential <br /> environmental concerns, a description of the environmental setting, a description of the <br /> proposed PEA scope of work which includes field and analytical methods,health and <br /> ' safety requirements,and descriptions of the proposed fieldwork and laboratory analysis, <br /> and the anticipated PEA schedule. <br /> ' 2.0 SITE DESCRIPTION <br /> 2.1 Site Identification <br /> ' The approximately 2.1 acre Site is located on one city block in Stockton, San Joaquin <br /> County,California. The Site is bounded by East Church Street to the north,East <br /> Hazelton Street to the south,South California Street to the west and South American <br /> Street to the east. (Appendix A,Figure 1: Vicinity Map) The Site is located at <br /> approximate latitude of 37° 56' 54"N and longitude of 121°16'57", and Township IN, <br /> Range 6E,undesignated section.The Site is comprised of 20 parcels designated by <br /> PEA Workplan I <br /> Spans Elementary School <br /> January 18,2006 <br /> 1 <br />
