' Assessor's Parcel Number's (APN) 149-085-001 through 149-085-020 (Appendix A. <br /> ' Figure 2: Site Map) and Figure 3: Site Access Permission Granted). <br /> 2.2 Site Access <br /> As of the writing of this report, 16 of the 20 property owners have signed Site Access <br /> Agreements (See Appendix A,Figure 3: Site Access Agreements). Every effort has been <br /> made to create an accurate assessment of the Site. However,due to these access issues, <br /> ' this report's parcel description,environmental concerns and sampling plan may be <br /> amended based upon additional findings once access is granted. <br /> ' 3.0 BACKGROUND <br /> 3.1 Site Status and History <br /> ' 3.1.1 The Site <br /> The Site has been historically used for mixed residential and commercial purposes. State <br /> Highway 4 is located approximately 500 feet to the north. Mormon Slough is located <br /> approximately 600 feet to the south. The Atchison,Topeka and Santa Fe Railroad is <br /> approximately 900 feet to the south and the Union Pacific Railroad is 1800 feet to the <br /> ' east. Sewers were compulsory for all homes in the city of Stockton by 1892. Natural gas, <br /> first from a manufactured gas plant then later from the Stockton Gas Field which is <br /> located under the Site,was used throughout the city from the 1860's on. In 1862,the city <br /> courthouse had gas lights and by 1880 the city streets were lit by gas lights. <br /> Consequently most homes built from that period on were heated by gas and not heating <br /> oil contained in Underground Storage Tanks. Inspections of basements and crawl spaces <br /> at the Site confirmed no UST's in many of the residences on Site. <br /> The earliest documents that could be obtained pertaining to the Site (Sanborn Fire Maps) <br /> ' show the Site has been used primarily as residential housing since at least 1895. These <br /> maps show the city block comprised of approximately 29 buildings and 3 windmills with <br /> associated water wells and water storage tanks (See Appendix A,Figure 3: Sanborn Fire <br /> Maps). The residences at the Site have been primarily single family and multi-family <br /> housing units. The Sanborn Fire Maps detail the property with APN 149-085-18 (532 <br /> South California Street) as a carpenters shop in 1895 and as paint and painters storage in <br /> ' 1917. In 1930,the Polk City Directories listed this parcel as an auto paint facility and an <br /> auto repair shop in 1935. The parcel with APN 149-085-16 (544 South California Street) <br /> was the site of the San Joaquin Mortuary from 1949 through 1985. The 1895 Sanborn <br /> ' Maps also display three water wells with storage tanks that were not on the 1917 Sanborn <br /> Maps. These wells have unknown closure status.
