SITE SPECIFIC RECORDS <br /> The EDR search found the subject property listed on the LUST and the HAZNET environmental <br /> databases. The following information is provided from PHS-EHD file review and previous <br /> environmental investigation summaries provided by Copper Enterprises;copies of these documents <br /> are provided in Appendix C:' <br /> • Lockeford Winery was brought by United States Gasohol(USG)in July 1980 and converted <br /> to an ethanol-producing factory. According to USG documents, part of USG's plan was to <br /> operate an azeotropic unit(consisting of a boiler,a distilling tower,and a cooling tower-see <br /> Photo 1)twenty-four hours/day to produce gasoline-grade ethanol,which is a mixture of one <br /> part gasoline to twenty parts alcohol. In a document :filed by Ms. Twila Leclerc of <br /> CRWQCB; at maximum capacity, the azeotropic unit could produce 26,600 gallons/day <br /> ethanol product using 286 tons/day molasses, 900 gallons/day unleaded gasoline, and 18 <br /> gallons/day benzene(used in the azeotropic unit). The final product was to be stored in one <br /> 217,000-gallon tank and two 16,000-gallon tanks until moved by trucks to refineries. <br /> • A 1997 photograph of the azeotropic unit showed a square-shaped concrete subsurface <br /> opening (sump?) in front of the unit and at least two pipes protruding up from the ground <br /> near the unit(Photo 1). <br /> • According -to a PHS-EHD summary regarding the subject property, the CVRWQCB <br /> informed PHS-EHD of the presence of unregistered USTs on the property in 1989. Upon t <br /> further investigation,itwas found that USG had filed for bankruptcy in 1984;an attorney for <br /> the original owner informed PHS-EHD of the presence of an underground benzene tank. l <br /> • A fire occurred on the subject proper y in July 1993 (Photo 2); The MRFD and PHS-OES <br /> ;i identified improperly-stored white powder and liquid containers of sulfuric acid. The <br /> Mokelumne Fire District also followed up with a complaint to PHS-EHD regarding illegal <br /> liquid waste discharge to the surface ponds from a business identified as"Alexander Kiwi <br /> Processing"on the premise at that time. <br /> • A Mr, Ray Tipton of Ethanol Products, Inc. examined the property as a potential buyer; he <br /> provided PHS-EHD a list of chemicals found on his survey, as well as the locations of two <br /> ._S USTs - a 500-gallon gasoline UST and an underground vault with bunker ail. <br /> • In July 1995 PHS-EHD received a map from.Chief Busby of the MRFD reportedly provided <br /> by a former employee which showed the locations of three USTs. The only map AGEcould <br /> find in all examined documents was an unreferenced, hand-drawn map of the property <br /> showing four locations marked by Xs one of these location was also labeled"UST location <br /> according to witness."(Figure 5). <br /> • In February 1995, in a court document involving LeRoy Francis (former.owner) versus <br /> George Alexander(current tenant),a representative of Valley Environmental Solutions,Inc. <br /> stated that he examined numerous tanks and containers on the subj ect property and identified <br /> :f <br /> i <br />
