PREVIOUS ENVIRONMENTAL INVESTIGATIONS <br /> AGE reviewed three summary letters provided by Copper Enterprises, Inc., an asbestos survey and <br /> removal summary prepared by Bovee Environmental Management (1999), and two underground <br /> storage tank(UST)removal and subsurface investigation reports prepared by GeoMat Engineering, <br /> Inc. (1999) and CKY Incorporated(2000). <br /> • According to the Bovee Environmental Management(BEM)letter,BEM visually inspected <br /> the premises after asbestos removal by ET Abatement Company; any remaining insulation <br /> was believed to be fiberglass material. <br /> • The GeoMat letter described: 1)the removal of a 500-gallon gasoline UST,2) soil sampling <br /> i and testing of the gasoline UST pit as well as an underground oil vault and 3) <br /> recommendations for overexcavating the gasoline pit to remove impacted soil containing <br /> approximately 700 milligrams/kilogram of gasoline and covering the vault with soil. <br /> • The CKY letter described their on-site activities,which included: 1)filling and covering the <br /> i former underground oil vault with soil, 2)overexcavation of the pit,collection and analysis <br /> of soil samples, and subsequent backfilling of the former gasoline UST location, and 3) <br /> analysis of samples from two stockpiles of railroad ballast material. <br /> AGE and Copper Enterprises have no knowledge of any other environmental investigations.focused <br /> 1 on the subject property. 1 <br /> 4.0. REGULATORY AGENCY RECORD SEARCH <br /> The San Joaquin County Public Health Services -Environmental Health Department(PHS-EHD) <br /> and the California Regional Water Quality Control Board(CRWQCB)maintain records of industrial <br /> violations for this area and are the lead agencies for the enforcement of the State Underground <br /> Storage Tank and Hazardous Waste Laws for San Joaquin County. <br /> The PHS-OES maintains a computer database of records created from 1991 to the present;records <br /> created prior to 1991 were filed by incident date, and not by site address,making them not easily <br /> accessible and ascertainable; therefore,records predating 1991 were not reviewed. <br /> AGE contacted the appropriate regulatory agency regarding the subject property and surrounding <br /> sites and contracted with Environmental Data Resources Inc. (EDR), a data retrieval company,to <br /> conduct a computer search of federal, state and regional regulatory agency databases. <br />
