Locke Road, Lockeford <br /> I. HISTORY OF SITE <br /> On 2/27/89, a complaint was received by the Public Health Services, Environmental <br /> Health Division (PHS-EHD) from the Regional Water Quality Control Board (RWQCB) <br /> concerning the existence of underground tanks which were unregistered (Complaint 489- <br /> 0377). Mr. Harlin Knoll, R-EHS made a site visit and found the proper an <br /> property was vacant d <br /> for sale. Mr. Knoll made contact wity a Mr. Dale Richetts of U.S. Gasohol, P.O. Box <br /> 441, Cheyenne, Wyoming, who indicated that at least one underground tank was on the <br /> site. Contact was also made with Dorothy McGuire,the realtor for the site, who indicated <br /> the owner was Mr. LeRoy E. Francis, and that he would be able to repossess the property <br /> in December of 1989. On 2/10/90, the PHS-EHD received a letter from LeRoy F. Parier, <br /> attorney for Mr. Francis, the major creditor, who now resides in Africa and was interested <br /> in obtaining the property from the bankruptcy court. Mr. Parker also confirmed that he <br /> had received information concerning the underground tank violations at the site. On <br /> 2/15/90, site information and status was sent to Mr. Francis through the realtor, Ms. <br /> McGuire. On 3/6/90, PHS-EHD received notice of bankruptcy from the bankruptcy court <br /> in Kansas, Case# 85-1822-C, filed on 10/18184. Mr. Parker indicated that George <br /> Alexander was a contact to get on the site. On 2/28/91, Mr. Parker confirmed that one <br /> benzene underground tank existed on the site. On 7/3/93, a fire occurred at the premise <br /> and hazardous materials were found on the site (See ER report attached). The inventory <br /> of the chemicals stored-and abandoned on the site included the following inventory: <br /> A Division of Son Joaquin County Health Care Services <br />
