Paint and paint thinner containers in wooden bin <br /> ' Thred,water supply wells were noted at that time, and one well appeared to be abandoned. <br /> After the above incident, PHS-EHD made contact with Mr. Ray Tipton, who identified <br /> :j himself as a possible buyer. Mr. Tipton was requested to provide a list of hazardous <br /> materials which were stored on the site and to identify any unknown chemicals. Mr. <br /> :. Tipton sent a fax on 7123193, where he identified the materials at the site at the time of the <br /> fire (See Attached). A return memo was sent to Mr. Tipton to see if additional <br /> information could be obtained on the Iocation of underground tanks on the site. Mr. <br /> Tipton sent a letter dated November 10, 1993, stating that he had no interest in the <br /> property but he had found a 500 gallon empty gasoline tank on the site, and also he had <br /> discovered.a bunker fuel tank with bunker fuel still in the tank. Mr. Tipton also related'in <br /> his letter that he had obtained a estimate of$75,000 to dispose of the tanks and other <br /> materials at the site. <br /> On 7/6195, PHS-EHD received Complaint#C0000463 from Chief Busby, Mokelumne <br /> Fire District, concerning unsafe and collapsing buildings. Contact with Jerry Herrick, <br /> -, Deputy Director of the Community Development Department,revealed that a possible <br /> responsible party was removing materials from the property and collecting rent. On <br /> 7/14/25, a site inspection was made by Doug Wilson, Supervising RENS, and Alan <br /> Biedermann, Lead Senior REHS, concerning the above complaint. Contact was made <br /> with a Mr. Maloney who operated a decorative wood business on the site. Mr. Maloney <br /> stated that he paid rent to a Peter Rausch, anAttorney for the previous owner Mr. Francis. <br /> j Mr. Maloney allowed an inspection of the premise ire which numerous violations were <br /> noted including the deteriorated-and unsafe structures that were damaged during removal <br /> of old aboveground tanks at the site. During this inspection, several areas were found <br /> which contained hazardous materials that were unlabeled, leaking, and abandoned which <br /> constituted an illegal disposal of hazardous waste. On 7/31195, Chief Busby faxed a map <br /> provided by a prior employee at the winery which showed locations of three underground <br /> tanks.(See Attached). This site is abandoned and no responsible party has been <br /> identified. <br /> 3 On 7/2/96, the Department of Toxic Substances Control (ITSC) provided onsite cleanup <br /> through testing and removal of 2,749 gallons of benzene, 410 gallons of waste alkali <br /> liquid, 400 gallons of sodiuin hydroxide, and 150 lbs. of solid hazardous waste. The ' <br /> DTSC indicated some testing had been done concerning spillage at the site, but <br /> ;3 <br /> verification of spillage could not be confirmed. <br /> t <br /> 2 <br />
