s <br /> Page 8 of 27 <br /> Indirect Discharge: Any discharge of waste which enters or flows in the Manteca water <br /> pollution control system through a connection of member jurisdiction (e.g. City of <br /> Lathrop collection system) or through aseptic contributor. <br /> Industrial User or User: Any source of direct or indirect discharge of commercial or <br /> industrial waste. <br /> Industrial Waste: Any waterborne waste, excluding domestic waste. Waterbome wastes <br /> from"commercial" activities, such as automobile repair or photoprocessing, are <br /> expressly included in this definition. <br /> Industrial wastewater: All water-carried wastes, and wastewater of the city, excluding <br /> domestic wastewater,and shall include all wastewater from any producing, <br /> manufacturing,processing, institutional, commercial, service, agricultural, or other <br /> operation. These may include wastes of human origin similar to domestic wastewater. <br /> Industrial Discharge Permit: A control mechanism issued to a significant industrial <br /> user, or any person discharging to the water pollution control system that the Director of <br /> Public Works determines needs a permit, to regulate its discharge of toxic, organic , or <br /> hydraulic loading to the water pollution control system. <br /> Instantaneous Maximum Concentration: The maximum concentration allowed in any <br /> single grab sample. <br /> Interference: Any discharge which, alone or in conjunction with a discharge or <br /> discharges from other sources, 1) inhibits or disrupts the treatment processes, or <br /> operations of the water pollution control system,omits sludge processes,use or disposal. <br /> and 2) therefore is a cause of a violation of any requirement of the Manteca NPDES <br /> permit or RWQCB permit, including an increase in the magnitude or duration of a <br /> violation, or of the prevention of sewage sludge use or disposal in compliance with the <br /> following statuary provision and regulation or permits issued thereunder( or more <br /> stringent California State or local regulations): -Section 405 of the Clean Water Act,the <br /> Solid Waste Disposal Act(SWDA) (including Title II,more commonly referred to as the <br /> Resource Conservation and Recovery Act(RCRA), and including California State <br /> regulations in any California State sludge management plan prepared pursuant to Subtitle <br /> D of the SWDA,the Clean Air Act,the Toxic Substances Control Act, and the Marine <br /> Protection,Research, and Sanctuaries Act. <br /> Local Limits: Specific limits on the concentration of materials and chemical constituent <br /> allowed in the industrial waste discharge. <br /> Enforcement Response Plan: Guidelines for Manteca's enforcement of Federal, State <br /> and local laws related to waste discharge to the POTW, either directly or indirectly, and <br /> to waters of the State and/or United States,and enforcement of the City of Manteca <br /> Waste Ordinance. <br /> Permit No. 05-3 <br /> Cardoza Enterprises <br />
