Page 11 of 27 <br /> Significant Noncompliance: Significant Noncompliance includes any of the following: <br /> chronic violations,technical review criteria(TRC) violations, or.any other violations or <br /> violations of an effluent limit that Manteca believes has caused, alone or.in combination <br /> with other discharges, interference or pass through, or has endangered the health of the <br /> sewage treatment plant personnel or the public, or any pollutant violation that has caused human health or welfare or to the environment and has <br /> to h , <br /> imminent endangerment <br /> resulted.in the City's exercise of its emergency authority to halt or prevent such a <br /> discharge. <br /> Technical Review Criteria(TRC)Violation: A violation of significant noncompliance <br /> when thirty three percent or more of all the measurements for each pollutant, taken <br /> during a six month period, equal or exceed the product of the daily maximum limit or the <br /> average limit multiplied by the applicable TRC. Group I: For conventional pollutants,the <br /> TRC is 1.4. For all other pollutants the TRC is 1.2. <br /> Upset: Ari exceptional incident in which there is unintentional and temporary <br /> noncompliance with technology based permit effluent limitations because of factors <br /> beyond the reasonable control of the permittee, excluding such factors as operational <br /> error,improperly designed or inadequate treatment facilities, or improper operation and <br /> maintenance or lack thereof. <br /> User: Any person who contributes,causes or permits the contribution of wastewater to <br /> the city POTW. <br /> Waste Ordinance: p <br /> Title 13 Chapter 13,020 of the City of Manteca Municipal Code and <br /> any amendments thereto. <br /> Water Pollution Control System: All facilities of the City of Manteca and/or all <br /> facilities of any member jurisdiction for collecting,pumping,.treating and disposal of <br /> sewage. <br /> Weekly Average: The arithmetic mean of the values for effluent samples collected over <br /> a period of seven consecutive days. <br /> Working Day: Monday, Tuesday, Wednesday, Thursday, or Friday, excluding Federal <br /> or California State holidays. <br /> B.
