The singular shall <br /> or other legal entity or their legal re resentat <br /> include the plural. <br /> pH: The negative logarithm of the hydrogen ion activity of a medium. <br /> Pretreatment: The reduction of the amount of pollutants, the elimination of pollutants or <br /> the alteration of the nature of pollutant properties in wastewater to a less harmful state <br /> prior to or in lieu of discharging into the City Water Quality Control Facility. <br /> Pretreatment Requirement: Any substantive or procedural requirement related to <br /> pretreatment, other than a National Pretreatment Standard, applicable to an industrial <br /> user. <br /> Premise: The location of the process, storage, discharge, and business actions of any <br /> person discharging to the water pollution control system. <br /> Publicly owned treatment works (POTV ): The City wastewater collection, <br /> transmission, treatment and disposal facilities. This definition includes any <br /> sewers that convey wastewater to the treatment facility. <br /> Self-Monitoring: Wastewater sampling perfonned by a discharger, in accordance with <br /> Manteca's Pretreatment Program. Self-Monitoring requirements will be specified in the <br /> user's industrial discharge permit: <br /> the Manteca water pollution control <br /> Service Area: The geographical area served by p <br /> system. <br /> Sewage: Any combination of domestic waste and industrial waste together with such <br /> ground, surface and stomi waters as may be present. <br /> Show Cause Order: An order for the industrial user to appear before the Manteca„ <br /> Director of Public Works, to explain the noncompliance and why more severe <br /> enforcement actions should not be taken. Manteca may designate a hearing officer to <br /> hear testimony for the hearing. <br /> Significant Industrial User(SIU): Significant Industrial Users include all of the <br /> following in accordance with 40 CFR 403.3 (t). All categorical industrial users and any <br /> non-categorical industrial user which discharges 25,000 gallons per day or more of <br /> process wastewater, excluding sanitary, non-contact cooling, and boiler blowdown <br /> wastewater;contributes a process wastewater which makes up five percent or more of the <br /> average dry weather hydraulic or organic (BOD), TSS,TDS, ammonia and/or phosphorus <br /> capacity of the POTW; or has a reasonable potential, in the opinion of the Director of <br /> Public Works or his agent, to adversely affect the POTW's operation or to violate a <br /> pretreatment standard or requirement. <br /> Permit No. 05-3 <br /> Cardoza Enterprises <br />
