ORDINANCE NO 3275 <br /> PAGE NO 30 <br /> 136 "Guidelines Establishing Test Procedures for the Analysis of Pollutants", or <br /> amendments thereto, or otherwise approved by EPA Manteca also may specify <br /> additional sampling requirements or conduct sampling as necessary and reasonable <br /> to insure compliance with this Waste Ordinance and/or the industrial discharge <br /> permit <br /> Initial sampling equipment and methods shall be observed by the Assistant Director <br /> of Public Works or his agent Before conducting initial sampling, the user shall notify <br /> Manteca three days in advance and schedule a time for Manteca staff to be present <br /> to observe the sampling procedure. All sampling required by the industrial discharge <br /> permit, this Waste Ordinance, or Manteca shall be at the expense of the user The <br /> installation of sampling equipment and/or the conducting of sampling on the users <br /> premises is at a fee cost to the user All discharge samples for monitoring and <br /> reporting shall be analyzed at a laboratory facility approved by the Assistant Director <br /> of Public Works <br /> (d) Pretreatment Persons discharging waste to the Manteca water <br /> pollution control system shall install and operate any necessary wastewater <br /> treatment facilities or equipment as required by the Assistant Director of Public <br /> Works to achieve compliance with this Waste Ordinance and all National ; <br /> Pretreatment Standards, within the time limitations specified in the National <br /> Pretreatment Regulations, this Waste Ordinance, or the industrial discharge permit, <br /> whichever occurs first Any pretreatment facilities or equipment required to bring the <br /> discharge in compliance with Federal regulations, the requirements of this Waste <br /> Ordinance, or the industrial discharge permit shall be provided by the user at his <br /> expense. <br /> Detailed plans for the construction and operation of the pretreatment facilities shall <br /> be provided to Manteca for review and approval prior to commencing construction <br /> However, the review and approval of such plans shall in no way relieve the user of <br /> the responsibility to modify the pretreatment facilities, equipment, or operating <br /> procedures as necessary to bring the discharge to an acceptable level of treatment <br /> Any subsequent changes to the design, installation, construction, or operation of the <br /> pretreatment facilities or equipment shall be reported to Manteca in writing and shall <br /> be acceptable to Manteca prior initiating such changes <br /> Manteca may specify operational and/or recording procedures relative to routine <br /> operation of the pretreatment facilities Such requirements may include, but are not <br /> limited to, operation and maintenance manuals, operation logbooks, operator <br /> training, and on-site storage of spare parts and reserve treatment chemicals <br /> (e) Restaurant Grease Traps. Restaurant process drains shall be <br /> connected to a grease trap of a size and design deemed sufficient by the Assistant <br /> Director of Public Works These will be accessible for inspection by the Assistant <br /> Director of Public Works or his agent at all reasonable times The traps will be <br /> • maintained as deemed sufficient by the Assistant Director of Public Works <br />
