ORDINANCE -NO. 1275 <br /> PAGE NO 29 <br /> (6) The user shall provide a discharge sampling point and Manteca staff <br /> shall have access to the sampling point at all reasonable times Manteca has <br /> the right to observe any waste sampling conducted by the user <br /> (6) In the event of an emergency or a spill on the user's premises, the user <br /> shall notify the Manteca POTW and the Fire Department that a spill has <br /> occurred or is occurring and of the type of spill, including the content, volume, <br /> location, and approximate time that the spill occurred or began Notification <br /> to Manteca of a spill implies consent for Manteca to enter and inspect the <br /> premises Manteca staff may enter and inspect the premises at that time, as <br /> reasonable, to abate the spill or emergency event and to determine the <br /> circumstances of the spill event <br /> (b) Monitorinq_Requirements Manteca may require users to monitor their <br /> discharge to the water pollution control system and report the results of the <br /> monitoring to Manteca periodically These monitoring and reporting requirements <br /> are specific to the discharger, and are listed in the industrial discharge permit. The <br /> Assistant Director of Public Works may require additional monitoring and reporting to <br /> document compliance <br /> (1) Manteca may require waste dischargers to install and operate <br /> monitoring facilities at the point of discharge to the water pollution control • <br /> system, at the expense of the discharger Manteca may also choose to install ' <br /> and operate monitoring facilities on the premises of the discharger to <br /> document compliance These Manteca installed and operated facilities, if <br /> required, will be at a fee cost to the user The monitoring facilities will be <br /> constructed, installed and operated to allow for inspection, sampling, and <br /> measurement of flow or other parameters of the regulated discharge The <br /> monitoring facilities shall be in accordance with Manteca construction <br /> standards and specifications The facilities also shall be maintained at all <br /> times in a safe and proper operating condition at the expense of the <br /> discharger <br /> (2) Manteca may require the discharger to conduct sampling and analysis <br /> of the discharge at a frequency and type as specified by the Assistant <br /> Director of Public Works or as required by the Federal Pretreatment <br /> Regulations to demonstrate compliance with the prescribed waste discharge <br /> limits <br /> (c) Sampling The user shall sample his discharge to the waste pollution <br /> control system at the frequency provided in the industrial discharge permit or as <br /> deemed reasonable and necessary by the Assistant Director of Public Works to <br /> demonstrate compliance The Assistant Director of Public Works may require <br /> sampling to be conducted by nonpermitted users, at his discretion, or if • <br /> _noncompliance is suspected, in which case, nonpermitted dischargers will be-subject <br /> to the same sampling and reporting requirements as permitted dischargers The <br /> discharger shall use the sampling and test procedures prescribed in 40 CFR Part <br />
