ORDINANCE NO 1275 <br /> PAGE NO 17 <br /> 13.020.050 - Administration <br /> (a) Classification of Users All users shall be classified for wastewater <br /> disposal purposes in accordance with the activities conducted upon the <br /> premises, as determined by the Director of Public Works The purpose of <br /> classification is to facilitate the regulation of wastewater dischargers and the <br /> recovery of equitable and appropriate fees The classification of a user will be <br /> used to determine the Discharge Fee and Connection Fee, as described in <br /> the Manteca fee schedule <br /> (b) Notification of Industrial Dischar a Any person contributing industrial <br /> waste to the Manteca water pollution control system is required to notify the <br /> Manteca Department of Public Works of their discharge Any new business is <br /> required to notify the Department of Public Works of their intent to discharge <br /> industrial waste 90 days prior to commencing the discharge These <br /> notification requirements are effective upon the adoption date of this Waste <br /> Ordinance I <br /> Discharge of industrial waste from any of the following sources is subject to <br /> the approval of the Director of Public Works new connections, added burden <br /> from increased or changed discharge by existing sources, contaminated <br /> groundwater disposal, septage disposal, and limited and temporary disposal • <br /> of trucked or hauled waste <br /> (1) Discharge Limitations - All industrial waste dischargers, users of the <br /> Manteca Water Pollution Control System, and permittees shall comply <br /> with all provisions of this Waste Ordinance, the industrial discharge permit, <br /> any applicable waste ordinance or permit of a member jurisdiction, and <br /> any other applicable Federal, State or local laws, regulations, or permits <br /> for all discharges to the water pollution control system <br /> (2) Industrial Discharge Permit Requirements - Industrial discharge to the <br /> Manteca water pollution control system may be permitted by the Assistant <br /> Director of Public Works Upon notification of an occurring or potential <br /> industrial waste discharge the Assistant Director of Public Works or his <br /> agent will evaluate the waste flow, concentration, and make-up to <br /> determine if the user requires an industrial discharge permit If a permit is <br /> required, the user will be required to complete an application for an <br /> industrial discharge permit, to be submitted to the Manteca Department of <br /> Public works within 90 days of the date of the notice to apply The <br /> submittal of an application form, application fee, or renewal form does not <br /> guarantee the granting of a permit, and the application for permit may be <br /> denied <br /> Industrial-discharges which may require an industrial discharge permit, <br /> and the permit requirements, procedures, and industrial user classification <br />
