ORDINANCE NO. 1275 <br /> PAGE NO 12 <br /> (2) The Director of Public Works shall be responsible for checking the <br /> quantitative or qualitative compliance with the established regulations <br /> Such quantitative or qualitative analysis may be made either by spot <br /> checks or regularly scheduled checks of all waste material <br /> (3) If the waste material is found to be in violation of the standards <br /> established in Section 13 020 040, Standards and Limitations of this <br /> Waste Ordinance, it will be the responsibility of the Director of Public <br /> Works or his agent to request compliance and compliance reports from <br /> the user on the progress of corrective measures. <br /> (4) The Director of Public Works or his agent shall have the authority to <br /> invoke emergency powers as described in Sectionl3 020 090 (c) of this <br /> Waste Ordinance. <br /> 13 020.040 — Standards and Limitations <br /> (a) The City of Manteca has set forth the following prohibitions and <br /> limitations for waste discharge to the Manteca water pollution control system Where <br /> National Categorical Standards are applicable, the discharger must comply with the <br /> more stringent requirement of the Manteca local limit or the applicable categorical <br /> standard for the given pollutant <br /> b General Dischar a Prohibitions These general prohibitions and <br /> � � <br /> specific prohibitions that follow apply to each user introducing pollutants into the <br /> POTW whether or not the user is subject to other National Pretreatment Standards <br /> or any national, State or local pretreatment requirements <br /> c No person shall contribute to or cause to be contributed to the water <br /> pollution control system any waste or any pollutant that will <br /> (1) Interfere with, inhibit, or disrupt the operation, processes, or <br /> performance of the water pollution control system (including the collection, <br /> treatment, disposal systems, and sludge processes) or adversely affect <br /> the effluent and sludge quality, in violation of Manteca's NPDES permit or <br /> any other State or Federal permit, or which cause Manteca to be in <br /> noncompliance with statutory authorities cited in 40 CFR 403 3 (1) (2) <br /> (2) Damage the water pollution control system <br /> (3) Cause pass through of the water pollution control system <br /> (4) Obstruct Manteca's wastewater treatment or collection facilities <br /> (5) Cause hazard to the public safety, the environment, or to Manteca <br />
