ORDINANCE NO.1275 - <br /> PAGE NO 11 <br /> (1) The Assistant Director of Public Works of the City of Manteca or his <br /> agent shall have the authority to inspect the premises of the industrial <br /> waste discharger, including but not limited to the process facilities, <br /> discharge points, sampling points, and storage facilities, and/or any other- <br /> facilities as deemed reasonable and necessary by the Assistant Director <br /> of Public works, to ensure that the user is in compliance with all provisions <br /> of the user's industrial discharge permit and of this Waste Ordinance. The <br /> authority to inspect includes the authority to collect samples of any wastes <br /> either being discharged to the water pollution control system or having the <br /> potential to be discharged <br /> (2) The Assistant Director of Public Works of the City of Manteca or his <br /> agent shall have the authority to require submission of all notices and self- <br /> monitoring reports from any industrial user as required by this Waste <br /> Ordinance and the user's permit, and any additional reports required to <br /> demonstrate compliance with this Waste Ordinance and the permit <br /> requirements, including, but not limited to, the reports required in § <br /> 403.12, and signatory and record keeping requirements of 40 CFR <br /> 403.12(1) <br /> (3) The Assistant Director of Public Works of the City of Manteca or his <br /> agent shall have the authority to require industrial users to develop a ' <br /> compliance schedule to meet all applicable National Pretreatment •� <br /> Standards California State regulations, Manteca local limits, and all <br /> provisions of the industrial discharge permit, and of this Waste Ordinance <br /> The Assistant Director of Public Works also shall have the authority to <br /> require any person in non-compliance to submit progress reports for <br /> meeting the goals provided under the compliance schedule <br /> (4) The Assistant Director of Public Works of the City of Manteca or his <br /> agent shall have the authority to enter the premises of any person <br /> discharging industrial waste into the Manteca system, at any time, as <br /> deemed reasonable by the Assistant Director of Public Works <br /> (5) The Assistant Director of Public Works of the City of Manteca or his <br /> agent shall have the authority to witness sampling and sampling <br /> procedures of any person discharging industrial waste into the Manteca <br /> water pollution control system <br /> (c) Responsibilities of the Director of Public Works <br /> (1) The Director of Public Works shall be charged with the administration <br /> of the water pollution control system and the enforcement of the provisions <br /> of this Waste Ordinance For such purposes, upon presentation of proper �l <br /> credentials and identification, he or his agent may enter at reasonable <br /> times any premise in the service area to perform any duty imposed upon <br /> him by this Waste Ordinance <br />
